PLANNING MANAGER II

SUMMARY DESCRIPTION
Under administrative direction of the Director of Planning & Design, supervises all phases of the design and planning of assigned projects throughout the Washoe County School District. These projects may include, but are not limited to new facilities, capital renewal projects, revitalization projects, various site improvements, remodel, and tenant improvements to leased properties.

DISTINGUISHING CHARACTERISTICS
The Planning Manager II performs all of the duties and responsibilities as the Planning Manager I; however, the Planning Manager II will be assigned projects that are larger in scope, are more complex in design, and are longer in duration. Planning Manager II coordinates planning and design of projects, develops budgets, and cost estimates, identifies funding sources, trains, supervises and evaluates the performance of assigned non-supervisory staff, and interprets and implements Nevada Revised Statutes as applicable.

ESSENTIAL DUTIES & RESPONSIBILITIES
• Working with the Director of Planning & Design, Facilities Management staff and other departments, investigates the condition of existing school facilities and evaluates the building's ability to effectively deliver specific educational programs consistent with the District's current educational specifications.
• Meets in committee with principals, teachers and department heads to study needs regarding program, space and systems requirements for assigned projects.
• Reviews school facility needs assessment reports and allocation plans, which outlines building modifications/additions and their associated costs and budgets necessary for the effective delivery of specific educational programs and normal and safe operation of the building/site/facility.
• Develops project execution plans for the design, permitting and construction of all assigned projects and manages the budgets allocated for each project.
• Secures proposals and develops contracts with consultants, including architects and engineers and other technical consultants for various levels of needs assessment, project design and planning services and reviews their work for completeness, quality and consistency with the District's objective within that project and particular scope of work.
• In cooperation with the Construction Division and Environmental Safety & Assessment Division oversees development of bid documents (all necessary plans and specifications) and coordinates the bidding process as required by the District with the Purchasing Department, and jurisdictional permitting through contract signing for all facility renewal and revitalization projects.
• Coordinates planning and design efforts with all affected parties, including site personnel and school organizations, other District departments, outside organizations, regulatory agencies, consultants, contractors and communication agencies.
• Maintains complete and accurate files of all planning and design documents, test reports, Board actions, contracts, and correspondence associated with each project
• Works with the Director of Planning and Design in the development of facility remodel projects as assigned with the District's Remodel Shop.
• Works on other planning tasks and projects associated with buildings/sites/ facilities as assigned by the Director of Planning and Design.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education/Experience: Any combination of education/experience that could likely provide the required knowledge in qualifying. A typical way to obtain the knowledge and skills would be:

Education: Bachelor's degree from an accredited college or university in engineering, architecture or related field.

and

Experience: Four (4) professional experience working under the direct supervision of a professional engineer or registered professional (architect, residential designer, interior designer) in the planning, design, building and construction industry.

or

The education noted above and a minimum of six years (6) working for a building construction firm with a minimum of two (2) years as a project manager.

Licenses/Certificates: None.

OTHER JOB REQUIREMENTS
Must demonstrate a willingness to travel between projects, and work a flexible schedule.

PREFERRED QUALIFICATIONS
Professional registration in either engineering (PE) or architecture is desirable.

• Experience with Excel, Word and Access highly desirable.

Salary Range: $75, 977 - $117, 103

Salaries are subject to adjustment and may increase and decrease each fiscal year.
New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.
