Under the supervision and direction of the Executive Director of the Program for Students with Exceptionalities, the Fiscal Analyst is responsible for ensuring that the School District complies with the financial requirements of all state, federal, and local funding sources within the required timelines for all Special Education Programming with the Pittsburgh Public Schools.

Reports To: Executive Director, PSE

Salary:
Support Exempt Salary Schedule, Level 3 (Starting at $55, 237)

Qualifications:
- Bachelor degree in Business Management or Accounting required.

- Expertise needed in creating complex excel spreadsheets for budgetary purposes.

- Experience with state and federal grants a must; experience with the State e-grant system preferred.

- The ability to work in a fast-paced office with multiple timelines and respond quickly to business needs is required.

Residency Requirements: City of Pittsburgh Residency Required

Essential Job Functions:
1. Preparing multiple budgets and budget projects in accordance with State, Federal and local regulations

2. Preparing and submitting monthly, quarterly, and final financial reports for supplemental funds to granting agencies (Federal, State, and local governments and private foundations)

3. Managing cash flow for supplemental programs

4. Providing updated fiscal information to the Executive Director and other administrators, and appropriate departments in the School District as needed; responding to inquiries from administration by providing information and assistance before and during the operation of the budget year

5. Acting as the liaison between Special Education Programs and the Finance and Budget Departments

6. Acting as a liaison between the Special Education department an outside contracted vendors

7. Assist in PA Department of Education e-grant applications and fiscal reporting

8. Completing fiscal activities for federal and state audits

9. Preparing ACCESS drawdown requests

10. Analyzing monthly ACCESS billing

11. Reviewing and processing budget transfers

12. Maintaining requisitions and payment requests for the Program for Students with Exceptionalities' funds.

13. Reviewing PeopleSoft expenditure and encumbrance reports

14.Reviewing and maintaining records for purchasing card expenditures

15. Create, review and receive all department requisitions.

16. Performing other job-related duties or responsibilities as assigned by the Executive Director
