The Office of the Inspector General (OIG) for the Chicago Public Schools (CPS) serves as the investigative watchdog of the third largest school system in the United States. The OIG was recently given responsibility of all cases involving the sexual abuse or sexual harassment of CPS students and has formed a new team to investigate such cases. The OIG is seeking an experienced investigator and/or attorney to serve as Assistant Chief Investigator of the new CPS OIG Sexual Allegations Unit. The Assistant Chief Investigator will, under direction of the Inspector General and the Chief Investigator, plan and direct the work of Investigators in the new CPS OIG Sexual Allegations Unit and conduct investigations of a sensitive and difficult nature involving the sexual abuse or sexual harassment of CPS students.

Essential Duties and Responsibilities:

  • Under the direction of the Inspector General, a Team Chief and other senior management, directs and manages staff engaged in conducting investigations and interviewing victims and witnesses regarding allegations of sexual abuse or sexual harassment of CPS students.
  • Participates in the development of strategies in order to direct investigation activities.
  • In conjunction with the Inspector General, a Team Chief and other senior management, determines work priorities and prepares work schedules and staff assignments.
  • Reviews new complaints received, identifies those needing urgent attention, and coordinates with the Chief Investigator to assess, respond, and assign resulting investigations.
  • Monitors case assignments to ensure investigations are conducted in a timely manner and assists in compiling up-to-date information on each pending investigation.
  • Advises investigative staff on interviewing problem witnesses, effective investigative methods and testifying as a witness.
  • Participates in preparing final investigative reports upon completion of investigations.
  • As needed, acts as a fully functioning investigator and serves as the primary investigator on cases assigned by the Inspector General.
  • Coordinates with CPS personnel as needed to ensure student safety.
  • Flexible availability required including during non-operating hours.

Preferred Skills:

  • Experience investigating sexual misconduct, particularly child sexual abuse or sexual harassment, and performing field work, such as interviews of children and/or victims of sexual abuse, sexual harassment, or trauma.
  • Knowledge of sexual assault or sexual harassment issues and the relationship of sexual assault or sexual harassment on victims.
  • Knowledge or experience with Title IX compliance.
  • Excellent judgment with the ability to manage highly sensitive and confidential information.
  • Strong skills in the areas of conflict resolution, problem solving techniques, interviewing, and investigation.
  • Exceptional analytical and critical thinking skills demonstrated by the ability to analyze information and facilitate resolution of difficult challenges, including the ability to handle issues of complex and extreme sensitivity.
  • Demonstrated superior ability to write concise, logical and analytical reports to convey complex issues.
  • Proven managerial experience, including hiring, evaluating and counseling staff.
  • Demonstrated ability to prioritize tasks, manage multiple deadlines and work independently while maintaining high levels of organization.
  • Strong interpersonal skills and the ability to work with diverse constituents, including children, parents, faculty, staff and law enforcement.


Minimum Qualifications:

  • Graduation from an accredited college or university with a Bachelor's degree plus a minimum of seven years of work experience in the public and/or private sector conducting sexual misconduct investigations, or an equivalent combination of education, training and experience.
  • A valid State of Illinois driver's license is required.
  • Flexible work hours.
  • Candidate must be a resident of the City of Chicago within six months of employment.
