The Technology Project Manager is a member of the Office of Information and Technology and reports to the Coordinator of Data Management & Operational Support. The Technology Project Manager will support the IT department in the selection, implementation, management, and on-going maintenance of district operational systems.

The Project Manager will interface closely and collaborate with multiple offices within Pittsburgh Public Schools, and current and future technology vendors, in order to ensure that technical systems are designed and deployed in a way that meets the needs of end users, and the needs of the programs within the district. This includes coordinating resources and timelines across multiple district and technology work streams and ensures that high quality training and ongoing support is provided so that end users follow best practices, including the use of newly deployed technology that rely upon robust system integrations.

The Project manager is also responsible for developing and executing an end-user engagement and communications strategy and fostering positive project perception across district and community stakeholders. Solid business analysis duties that require understanding key business requirements and how they may be met with more robust data integrations are vital to this duty.

Salary:
Support Exempt Salary Schedule, Level 7 (starting at $71, 873)

FLSA Status: Exempt

Qualifications:
- Bachelor's degree required. Master's degree in relevant field strongly preferred.

- A demonstrated track record (minimum 3-5 years) of success in leading highly complex, full life-cycle programs and projects from planning through implementation including day-to-day project management and successful change management.

- PMI Certification preferred.

- Knowledgeable about change management and able to quickly establish credibility among team members including direct reports, peers, and executive leadership.

- Strong system integration experience with a documented work history in writing and validating system extracts across multiple data structures that may include but are not limited to SQL, Access, SQL Services, Excel and related common data structures.

- A capacity to solve complex problems, to manage multiple priorities, and coordinate project management efforts utilizing a cross-functional team approach and engage multiple stakeholders in working toward a common goal.

- Strong analytical and research skills including the ability to research a topic and present findings and recommendations in a well-articulated presentation to an executive audience.

- Excellent verbal and written communication skills and the ability to communicate complex technical issues and challenges in non-technical language, including risks, opportunities, costs and tradeoffs.

- Skilled with the design and delivery of professional development required.

- A demonstrated track record (minimum 3-5 years) of success in leading highly complex, full life-cycle programs and projects from planning through implementation including day-to-day project management and successful change management.

- Background in and proven ability to monitor the implementation of programs across multiple sites and foster continuous improvement of programming.

Residency Requirements: City of Pittsburgh Residency Required

Essential Job Functions:
1. Provide leadership for the purchase, implementation, training, and end-user engagement related to the operational data systems within the district. All work will be performed under the guidance of the Coordinator of Data Management and Operational Support.

2. Review and sign off at each stage of the system development life-cycle and integration deliveries. This includes managing 3rd party vendors, consultants and partners, oversight and creation of system requirements, design, testing, implementation, user sign-off and training.

3. Communicate regularly with Pittsburgh Public Schools staff, including OIT department leadership, and with all 3rd party vendors, consultants and partners to ensure that cross-project PPS priorities are understood by all.

4. Provide documentation of all service/project requests rendered within the OIT issue tracking system, JIRA.

5. Provide technical training to district staff as required to support project rollout(s).

This position is primarily sedentary in nature, though in a fast-paced office. Employee will be required to operate computer and have the ability to complete paperwork. Position requires minimum physical effort and not subjected to Occupational Health and Safety risks.

Additional information about the work environment:
- Indoors in busy office, working in close proximity to co-workers.
- Frequently required to work long hours at a fast pace, at times during evening and weekend hours.
- Requires considerable concentration and attention to detail.
