Ref: PCN6204 BASIC FUNCTION: Under the direct supervision of a Coordinator, the TSA/Program Specialist will work with school personnel to ensure the needs of all children at each site are being met. Assist all OUSD educators with assessment, instructional planning, classroom and behavioral management. Serve as a resource to education professionals in the development and implementation of Individual Education Plans (IEP), including related tasks; act as a resource for all site administration and other education professionals; assist Coordinator as directed. REPRESENTATIVE DUTIES: (Incumbents may perform any combination of the essential functions shown below. ESSENTIAL FUNCTIONS:Assess the assets of the school community to identify existing resources, strengths, and areas of need to support the academic success of students with disabilities.Establish systems and structures for supporting teachers to meet all children's needs.Increase special education teachers' capacity to select and use appropriate assessment instruments and techniques, interpret assessment results, prepare teacher reports, and formulate appropriate IEP goals and objectives.Increase special education teachers' capacity to collect and analyze data, plan instruction, and select and use appropriate instructional materials and techniques to facilitate alignment with the common core curriculum.Increase special education teachers' capacity to manage classroom activities and student behavior.Train and coach teachers to develop, write and implement compliant IEPs and general education plans.Guide and coordinate change of placements for students in special education programs when recommended.Evaluate effectiveness of programs for children with exceptional needs.Support school staff to foster positive relationships and communication between parents, community agencies, and organizations.Assist and coach teachers to communicate and cooperate with parents and other professionals, and provide consultation and in-service education when needed.Act as a resource between site administrators and other education professionals.Act as a resource and support to staff in various settings.Assist Coordinators to align systems structures and professional development opportunities for teachers and leaders to build capacity to support the inclusion of students with exceptional needs.Assist Coordinator to align and integrate Special Education standards into the Common Core Leadership and Teaching Standards.Collaborate with Leadership, Curriculum and Instruction, teachers, and site leaders to co-construct lessons, units, resources, and standards to align to and support implementation of Common Core,, and increase access to the standards-aligned curriculum.Contribute to the improvement of any current District methodologies by identifying, interrupting and addressing historical and institutional imbedded policies, practices and beliefs that prevent the inclusion of children with exceptional needs in service of Full Service Community Schools and a Full Service Community District.Prepare and present reports to District and site administrators, District staff, and community partners.Participate in schools' staff development, program development, and innovation of special methods and approaches.Participate in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.Attend required staff, parent, IEP, department, and District meetings.Assist Coordinator as directed.Perform related duties as assigned. MINIMUM QUALIFICATIONS TRAINING, EDUCATION AND EXPERIENCE: Bachelor's degree plus graduate work in special education and a minimum of three years successful teaching experience in special education; five years preferred.
