The job of Director of Operations manages all phases of the district's operations in order to provide a safe and healthy environment which is aesthetically pleasing and conducive to the learning process, and which enhances the teaching and public service functions of the School District. The Director of Operations directs design and construction for renovations and capital additions, coordinates and directs operations maintenance for all buildings, grounds, facilities safety and security infrastructure, utilities, capital equipment, health, life safety, and rentals. In addition, the Director of Operations manages the human and financial resources of plant operations in a cost-effective and efficient manner. The Director of Operations directly reports to the Chief Operations Officer.

Essential Duties and Responsibilities:
The following identifies the primary and essential functions of the assignment and is not intended to be an exhaustive listing of all duties.
  1. Directs the staff within the operations department according to the policies and procedures of the school district, the state, and federal regulations;Assures that all district facilities follow local, county and state mandates;Develops the department budget and ensures compliance with the budgetary parameters established for the department for a given school year;Develops a district-wide plan for the maintenance and preventative maintenance of facilities and equipment;Directs the energy conservation program;Directs department operations, the maintenance of services and the implementation of new programs and/or processes (e.g., facility utilization, site repairs/construction, preventive maintenance);Inspects repair work, grounds, special projects, equipment, work orders, new construction, daily maintenance and supplies for the purpose of ensuring that jobs are completed efficiently; specifications for major capital improvements are within local/state/federal regulations; and approving inspection reports and payment requests;Manage construction contracts for new facilities and major alterations and/or modernization of existing facilities for the purpose of ensuring that the work is performed in accordance with specifications, timelines and budget;Manages assigned program and/or department responsibilities (e.g., site improvement, grounds, ADA access, fire inspections, safety);Oversees the preparation and development of a variety of mandated plans, studies, and reports prepared internally or by retained consultants (e.g., environmental impact report, project applications with the State and local agencies) for the purpose of complying with regulatory actions, funding requirements, and other established policies;Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions;Performs personnel administrative functions (e.g., interviewing, selecting, evaluating, supervising, training) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget;Prepares a wide variety of written materials (e.g., Board agenda items and briefings, budgets, property contracts, scope of work changes, requests for proposals, a variety of narrative and statistical reports related to construction, maintenance and modernization of facilities) for the purpose of documenting activities, providing written reference, seeking input, and/or conveying information;Presents information at various meetings for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls;Researches new products, laws, regulations, etc. for the purpose of recommending purchases, contracts and maintaining district wide services;Responds to a wide variety of inquiries from staff, district personnel, other community agencies, etc. for the purpose of resolving problems, providing information and/or referring to appropriate personnel;Reviews long-range projections to determine timelines and locations for new sites and associated needs (e.g., hiring architects and consultants, financial requirements, financing options) for the purpose of developing plans to assure the timely availability of facilities to maintaining a successful educational service;Supports Chief Operations Officer in providing technical expertise, information regarding assigned functions for the purpose of formulating and developing policies, procedures and programs that address District needs; andPerforms other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Necessary Knowledge, Skills, and Abilities:
The following identifies the knowledge, skills, and abilities that are essential for the Director (this is not intended to be an exhaustive listing of all duties).
  1. Substantial background in school building administration, building construction management, facility management, and/or personnel management.A thorough knowledge of mechanical and electrical building systems, and computer-based energy management systems.Understanding of school budgeting.Ability to communicate effectively and work with contacts at all levels of the organization including the Board of Education, Superintendent, and Chief Operations Officer.

Required Qualifications & Experience:
  1. A minimum of a Bachelor's degree in school building administration, architectural engineering, or related field required, however a Master's degree in above fields is preferred.Minimum of three (3) years technical experience in the physical plant operations, maintenance, construction or equivalent experience in a related field preferred.Minimum of three (3) years of experience in site safety and security infrastructure implementation and management preferred.Minimum of three (3) years of experience at the supervisory or management level, required.Experience with Illinois School Code, life safety procedures and mandates from the State Board of Education.Valid Driver's License & Evidence of Insurability
