Position Summary:

The Office of the Inspector General (OIG) serves as the investigative watchdog of CPS. The OIG was recently given responsibility for all cases involving the sexual abuse or sexual harassment of CPS students and is forming a new team to investigate such cases. The OIG is seeking an experienced investigator and/or attorney to serve as Chief Investigator of this new Sexual Abuse and Harassment Investigations Unit. Under the direction of the Inspector General, the Chief Investigator will be responsible for planning and directing the work of investigators in the new unit and conducting investigations of a sensitive and difficult nature involving the sexual abuse or sexual harassment of CPS students.

Essential Duties and Responsibilities:

  • Direct and manage staff engaged in conducting investigations and interviewing victims and witnesses regarding allegations of sexual abuse or sexual harassment of CPS students
  • Participate in the development of strategies in order to direct the investigation process
  • In conjunction with the Inspector General and other OIG staff, determine work priorities and prepare work schedules and staff assignments
  • Monitor case assignments to ensure investigations are conducted in a timely manner
  • Advise investigative staff on interviewing problem witnesses, effective investigative methods and testifying as a witness
  • Participate in preparing final investigative reports upon completion of investigations
  • As needed, acts as a fully functioning investigator and serve as the primary investigator on cases assigned by the Inspector General
  • Closely coordinates with CPS' Law, Safety and Security, and Title IX Offices, other departments and external agencies to ensure student safety and facilitate the delivery of trauma and/or social-emotional services to students, families and staff
  • Oversee the internal data collection and reporting with regarding to the unit's case load
  • Performs additional ad hoc duties as assigned


Knowledge & Skills Required:

  • Experience investigating sexual misconduct, particularly child sexual abuse or sexual harassment, and performing field work, such as interviews of children and/or victims of sexual abuse, sexual harassment, or trauma.
  • Knowledge of sexual assault or sexual harassment issues and the relationship of sexual assault or sexual harassment on victims.
  • Refined judgment with the ability to manage highly sensitive and confidential information.
  • Strong skills in the areas of conflict resolution, problem solving techniques, interviewing, and investigation.
  • Exceptional analytical and critical thinking skills demonstrated by the ability to analyze information and facilitate resolution of difficult challenges, including the ability to handle issues of complex and extreme sensitivity.
  • Demonstrated superior ability to write concise, logical and analytical reports to convey complex issues.
  • Proven managerial experience, including hiring, evaluating and counseling staff.
  • Demonstrated ability to prioritize tasks, manage multiple deadlines and work independently while maintaining high levels of organization.
  • Strong interpersonal skills and the ability to work with diverse constituents, including children, parents, faculty, staff and law enforcement.


Minimum Qualifications:

  • Bachelors degree from an accredited college or university; JD and relevant legal experience are a plus
  • Minimum of seven years of work experience in the public or private sector conducting sexual misconduct investigations , or an equivalent combination of education, training and experience
  • A valid driver's license is required
  • Flexible availability required including during non-operating hours


Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.
