Under direct supervision of the Senior Project Manager, performs work of assisting in planning and daily managing capital construction and renovation projects from initiation through closeout and occupancy including but not limited to preparing scopes, stakeholder engagement, bid document review, and construction oversight; performs related work as required.
Essential Job Functions:
  • Meet with internal clients to understand project request for purpose of scope drafting.  Works closely with Facilities and Maintenance staff for access to space and coordination of work. 
  • Ability to generate a written scope of work, supporting sketches and general specifications to create a bid package for work in all trades.  This does not include highly technical drawings or specifications involving major construction of mechanical, electrical, plumbing, life safety or structural.  
  • Ability to take a project request from start to finish, turnkey, meeting all internal standardization requirements and all external state and local jurisdiction requirements.
  • Familiarity with state or local government procurement and delivery methods. Assist and support Purchasing department to solicit bids.
  • Ability to work multiple projects at one time in different phases of scoping, bid and construction.
  • Must be able to work flexible hours since all of our buildings are occupied.  Nights, weekends and holiday work will be a typical occurrence. 
  • Make sure that work is carried out and completed in accordance with permit, contract, plans and specification and schedule requirements.
  • Have a working knowledge of permit and jurisdictional authority requirements, including drafting permit applications and performing any close out requirements.  Will work closely with county and state organizations such as planning, permitting, inspections, CDOT, VDOT, purchasing, environmental health and safety, parks and recreation, etc.
  • Insure that specified materials are used and that work is performed in accordance with workmanship requirements.
  • Have a sound understanding of schedule and coordination, including working requirements in an operating school or critical facility environment.
  • Be familiar with all the relevant drawings and contract requirements and applying these as reference in visual observations.
  • Perform measurements and take samples on site to make sure that the work and the materials meet prescribed quantity and quality. This may include coordinating with professional engineers engaged for testing and inspection.
  • Understand contract quantity and cost requirements and apply to in field and office (such as invoice review).
  • Have a general understanding of environmental, health and safety requirements and bring shortfalls or observations to the Senior Project Manager.
  • Responsible for creating project budgets and maintaining same throughout construction (timely closeout of budget is required). 
  • Performs other related duties as required.

Qualifications: Knowledge of the principles and practices of project management and engineering, as related to building design, building construction and remodeling; of building construction methods and materials; of local, state and federal laws, ordinances, regulations and codes related to design, construction and remodeling of buildings/facilities.  Ability to read and interpret blueprints, plans and specifications; to administer contracts; to analyze and evaluate complex issues, make sound judgments, propose viable solutions and courses of action and establish priorities; to operate a personal computer and related software and other standard office equipment; to communicate effectively orally and in writing; to develop and maintain effective working relationships with internal and external clients.  Knowledge, skills and ability in the use of standard office software (Microsoft Word, Excel and Project) and equipment.
Requirements: High school diploma required.  College degree in related field preferred.  At least 10 years of experience in construction or related industry required. Valid VA Driver's License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
