  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
    Experience Desired: Responsible professional work experience in school administration, business analysis, or developmental training.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Knowledge Desired: K-12 school and business processes; group dynamics; student center information systems; information privacy; customer service management.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Skills/Abilities Desired: Exercise independent and professional judgment in carrying out daily functions; maintain an effective work pace under pressure to meet deadlines; grasp new concepts quickly and apply them effectively; work effectively with others; maintain awareness of developments in information technologies as it relates to duties and responsibilities; think logically and perform duties accurately; identify and troubleshoot system and process issues; develop and deliver training plans and content; successfully plan and facilitate meetings.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Information Technology Director of the School Process and Analysis Branch, the Institutional Analyst II:
    1. Branch Administration and Management Support: a) Conduct research and analysis of data in support of branch studies and initiatives. b) Assist with branch correspondence, presentations, and reports to leadership, the Board of Education, legislators, etc. c) Keep abreast of programs, policy changes, and administrative directives to ensure branch activities are conducted in accordance with departmental requirements; make recommendations for training or procedural and process changes, as appropriate. d) Research and advise on personnel policies and procedures, grievances, investigations, recruitment and hiring, performance management, organizational plans, etc. e) Monitor and review branch assignments to ensure requirements are addressed and completed on time, including timely completion of staff assignments. f) Ensure the security and confidentiality of technical solutions and data being managed and supported by the branch. g) Assist with development and management of contracts and fiscal matters for the branch. h) Serve as branch representative on behalf of the director, as appropriate.
    2. Technology Initiatives Management and Support: a) Monitor branch initiatives to assist with successful completion within scope and budget. b) Provide oversight and expertise in planning, design, development, implementation, maintenance, and support of branch-managed systems. c) Assist in developing strategies to improve technologies and applications managed by the branch. d) Provide guidance and direction to branch staff as appropriate and assigned by the branch director. e) Provide oversight, coordination, and technical expertise in the support of and training for branch-managed systems. f) Serve as the technical expert for matters and activities related to the branch, including ensuring that all technical matters are fully resolved in a timely manner. g) Coordinate troubleshooting of issues, bugs, outages, etc.; review of version releases, patches, and other changes; and receipt and fulfillment of requests from end-users and stakeholders. h) Develop and maintain documentation related to systems, databases, processes, and end user support. i) Participate in training and professional development for new and emerging technologies relevant to successful management of branch activities.
    3. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
