In July 2016, Pittsburgh Public School's Board of School Directors approved a policy to implement the community schools model in designated Pittsburgh Public Schools. This model was adopted because the Board is committed to creating partnerships between District schools and community resources to offer programs which focus on academics, enrichment, health and social supports, youth and community development and family engagement, based on each school's community needs. The Board is likewise committed to sustaining partnerships that many of its schools already have with external partners.

Pittsburgh Public Schools defines a community school as a place and a set of strategic, coordinated and results-focused partnerships among the school and other community resources that promote student achievement, positive conditions for learning and the well-being of families and communities. In addition, it maintains a core focus on the children of the school community, while recognizing that children grow up in families, and families are integral parts of communities. In order to achieve this, it builds an integrated strategy that enhances academics and student well-being through enrichment, health and social supports, family engagement, and youth and community development; and is anchored by the work of designated school staff. Community Schools provide a base for parent and community advocacy on behalf of children, school and community.

The Community Schools Site Manager will be responsible for ensuring the successful implementation of the Community Schools model in an individual school. The Community Schools Site Manager will manage and lead the development and implementation of the Community School model, including assessment of the school community's needs and assets, coordination of all student and family support services, and development of resources and partnerships. Although the design of each Community School will be tailored to the specific needs and assets of the school's children, families and communities, the Community Schools Site Manager will ensure the essential elements of a community school highlighted in the District policy are in place in the Community School.

The ideal candidate will be an independent self-starter and proven project manager with attention to detail with experience in social services and with partners.

The proposed site for this posting is Pittsburgh King PK-8.

Salary:
Support Exempt Salary Schedule, Level 6 (starting at $60, 824)

FLSA Status: Non-Exempt

Work Year: 12 Months

Qualifications:
Candidates must be enthusiastic about the fundamental goal of advancing student achievement in an urban public school district.

In addition, we are seeking candidates with:
- Bachelor's Degree, and three years of relevant service in social work or related field.

- Experience working in an urban school setting preferred.

- Knowledge of the Community Schools model and associated best practices.

- Experience working with or coordinating partners, programs or services.

- Ability to collaborate with multiple stakeholders through an organized framework.

- Excellent verbal and written communication skills with a variety of stakeholders.

- Exhibits leadership and decision-making skills.

- Able to quickly establish credibility among colleagues and assertively and effectively work with appropriate channels on follow-up.

- Willing to work a non-traditional schedule that may include evenings and/or weekends to meet deadlines in a fast-paced environment.

- Proficient in Microsoft Office Suite.

Essential Job Functions:
1. Provide vision and leadership in planning and implementing a Community School that is aligned with the principles and practices described in the District community schools policy.

2. Manage and lead the development of a seamless system of support services for students and families.

3. Implement a process to engage parents, students and the community in assessing student and community needs and planning the community school.

4. Develop a strategic plan for implementing the Community School so that all stakeholders are aware of the goals and related strategies.

5. Establish systems to manage and maintain quality partnerships, including development of MOUs, facilitation of regular meetings, planning sessions, joint work plans and collaborative problem-solving/conflict resolution.

6. Serve on the school's leadership team.

7. Assist with the oversight of an effective referral process with the school's Student Assistance Program (SAP) team.

8. Establish and/or strengthen school-based partnerships with community-based organizations that are invested in improving student outcomes through coordination and implementation of the Community School model.

9. Conduct outreach to students and families about available resources.

10. Assist with professional development for school leadership, staff, parents and partners focused on understanding the Community School model, how to refer to and access support and how to integrate academic and non-academic support.

11. Provide support and guidance for school staff and partners in resolving issues related to service delivery and coordination.

12. Act as a point person for agencies and programs interested in partnering with the school and help to broker new partnerships that are aligned with school goals and needs.

13. Assist in coordinating space in the school for partners and parents.

14. Facilitate data and information sharing between school and agencies, in accordance with state and federal law.

15. Assist with program evaluation, including data collection, analysis and reporting.

16. Work cross-functionally with other Community School Site Managers and the Coordinator, Community Schools to help ensure successful District-wide implementation of Community Schools.

17. Other duties as assigned by supervisor.

Additional Job Information:
This position is primarily sedentary in nature, though in a fast-paced office. Employee will be required to operate computer and have the ability to complete paperwork. Position requires minimum physical effort and not subjected to Occupational Health and Safety risks.
