Department Description:

Reporting to the Director of Payroll and Benefits, the Supervisor, Payroll and Benefits Case Management, and working in collaboration and cooperation with the Supervisor, Payroll and Benefits Processing and Analysis, the Supervisor, Payroll and Benefits Services and Programs, and the Supervisor, Payroll and Benefits Operations and Procedures, is responsible for providing a variety of medical related case management services for the Leave Management Program of the school district. This position is responsible for the intake, review and approval of all personal illness and non-work related leave requests including but not limited to Sick Leave Bank Grants, Family Medical Leave Act Requests, Maternity Leave Requests and other Leaves of Absence Requests to ensure that the implementation and administration of all PGCPS personal illness and non-medical related requests are administered consistently and equitably.

Additional responsibilities will include but not be limited to providing support services to the Extended Leave Review Team, providing support services to the liaisons of the PGCPS Sick Leave Bank Partners and providing support services related to extended leave to the Payroll Operations Team. The Case Management Supervisor will collaborate, cooperate and communicate with all parties with an interest in Extended leave for the successful execution of a leave management program that is fair and are in the best interest of the school district.

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Serves as primary day-to-day Case Management Supervisor for the Absent Management Team;
  • Designs and prepares EIS and/or Discoverer reports to gather data required to effectively review and manage cases. Approves or denies all non-work related Extended Leave Requests based on the policies, procedures and practices of the Prince George?s County Public Schools;
  • Obtains necessary consents to acquire employee medical information necessary to make Extended Leave related decisions that are consistent with employee contracts and medical practices;
  • Intakes and reviews all Extended Leave Requests related to non-work related injuries or illnesses and monitors and approves the timecards of employees on Extend Leave;
  • Supervises, trains, and advises Operations staff members on all aspects of case management and the status of ill employees as necessary and makes recommendations concerning interventions including independent medical examinations, workability examinations, and functional capacity evaluations;
  • Produces the Leave Management Report and distributes it to the members of the Absent Management Case Review Team and provides comments and information to the Absent Management Case Review Team as necessary and/or requested;
  • Develops and revises non-work related illness based Extended Leave communication materials including publications and documents, forms, webpage, employee self-service, online enrollment and other electronic/automated tools;
  • Prepares and reviews the Leave Used Report at the end of each pay period to identify employees who have used 10+ days of sick leave and sends a notification to them and their supervisor to submit an Extended Leave Requests in accordance with the policies, procedures and practices of the school district;
  • Prepares and reviews all benefits related reports developed by the Payroll and Benefits Office and ensures that, Payroll and Benefits staff and other necessary offices have current accurate information regarding non-work related illness based Extended Leave policies and procedures;
  • Advises employees on administrative policies and procedures as it pertains to Extended Leave Request; Takes appropriate and immediate action to meet customer needs and concerns; Takes personal responsibility to resolve issues presented by customers;
  • May represent or act in the Payroll and Benefits Director stead as required; initiates Oracle Payroll request for submission of ?Quick Pay? runs as needed; and
  • Performs other duties as assigned resulting from the changing needs of the school district.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Extensive knowledge of Oracle HRMS Payroll-Benefits modules at least;
  • Ability to enforce policies and procedures as it pertains to Extended Leaves;
  • At least three years of successful experience administering leaves of absences including FMLA, return to work or case management for large, complex organizations, preferred
  • At least five years of supervision experience which allows the ability to plan, review, approve and manage the work of others;
  • Ability to effectively collaborate, communicate, cooperate and contemplate; ability to deliver effective customer service and to work effectively as a team member;
  • Ability to maintain the utmost confidentiality;
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, etc.) and in Google communication and other productivity tools;
  • Extensive knowledge of Federal and State laws/regulations of FMLA, ADA and other applicable statutes;
  • Ability to analyze issues, shift priorities, and cope with ambiguity in a fast-paced environment; and
  • Ability to analyze qualitative and quantitative information and understanding complex data using EIS, Discoverer, and other automated reporting tools.

  • EDUCATION REQUIREMENTS:

    A minimum of a Bachelor's degree from a an accredited four year college or university in a public health or human resources related field or a valid license to practice registered nursing (RN); a minimum of three (3) years of progressively responsible specialist/analysis experience in medical or payroll-benefits administration or related relevant area; and five (5) years management experience in supervising non-exempt employees is required.

    CERTIFICATION REQUIREMENTS:

    Possession of a valid license to practice registered nursing (RN) preferred.

    SUPERVISORY RESPONSIBILITIES:

    Supervises the Absence Management clerks who are assigned to provide a variety of medical related case management services to the leave management program.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

    WORKING ENVIRONMENT:

    Highly demanding and fast-paced, frequently required to work long hours. Annual leave may be limited during specified timeframes. The work environment characteristics are representative of those an employee encounters while performing the essential functions of the job.
