  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desired Education: Advanced degree in a quantitative field, or Master's in Public Policy, Public Administration, or the equivalent.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting and/or public administration of which one (1) year shall have been in an education program, agency or system.
    Desired Experience: Minimum of two (2) years of progressively responsible professional work experience in program analysis, data management, research, evaluation and/or advanced analytics related to education and using administrative data sets.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Knowledge Desirable: Statistics and econometrics; design and evaluation procedures for research and analysis; data visualization best practices using advanced software; organizational development and improvement; application of statistics and econometrics and data visualization best practices to public sector or education data; state and federal reporting requirements and systems; high level process analysis and planning design; research on organizational systems change, educational reform strategies, organizational development and improvement; measurement and evaluation; familiarity with complex datasets, administrative data sets and/or large scale data collection; best practices in professional development or training, including knowledge of adult learning theory; understanding of Hawaii Department of Education organization and initiatives, especially comprehensive student supports.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Skills/Abilities Desirable: Demonstrated proficiency in statistical analysis using software such as STATA, SPSS, or R; proficiency in data visualization software/techniques such as Tableau, R, or D3; advanced use of Microsoft Office tools; collaborating effectively as part of teams; ability to apply project and process management expertise directly or in partnership to ensure successful implementation of complex Departmental initiatives; exercise discretion and sound judgment in carrying out assignments independently; organize projects and complete work within established time constraints, departmental budget, and fluid administrative conditions; establish and maintain effective working relationships with shareholders; communicate effectively; and exhibit high intellectual standards and integrity.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Institutional Analyst III - LDS Project Manager of the Data Governance and Analysis Section, the Institutional Analyst II:
    1. Train internal and external stakeholders to use and understand data and analyses to develop knowledge and understanding and to inform decision making. Deliver or support delivery of school-level data use trainings to enable effective data use to impact students, particularly focused on providing comprehensive student support.
    2. Manage projects to deliver new LDS reports and enhancements by gathering requirements, designing reports, testing reports and training staff on their use.
    3. Provide customer service, responding to user requests and troubleshooting problems, in support of the LDS team. Identify systemic issues arising from user requests and troubleshooting, and collaborate with colleagues and partners to solve problems.
    4. Provide on-demand data analysis and visualization to support data use activities. Communicate results of data analyses effectively, applying modern data visualization techniques using advanced software and using a variety of presentation modalities.
    5. Collaborate with team and partners, contributing to technical discussions to improve LDS system performance and impact.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
