The Mid-Hudson Regional Information Center (MHRIC) is seeking a Special Education Services Specialist for a full-time, 12 month position. The Special Education Services Specialist will provide support to districts on special education and interventions management software - including: Frontline IEP, Frontline Medicaid, Frontline RTI, BrightBytes Interventions Module, ClearTrack 200 and RTI Edge. The successful candidate is a motivated, confident individual with excellent customer service skills. This position will work closely with a variety of district stakeholders for software implementations. This position will also independently schedule and provide: demos, orientations, training, and technical support (in-person, online, and by phone) as well as serve as an advocate for districts in working with vendors such as Frontline, BrightBytes, and ClearTrack, to improve products and meet district needs. A general understanding of special education management applications, special education terminology and processes is preferred.

Regionally competitive salary and benefits. All Civil Service laws, rules and regulations apply. Fingerprinting required.

Civil Service Classification: Competitive. Merit and fitness competitive examination applies.

Salary commensurate with experience and training. Salary range: $45,000 to $55,000

GENERAL RESPONSIBILITIES :
Organizes and coordinates PC and LAN-based special education applications for school districts. Consults with school contact persons for system requirements and processes, orientation, training, technical support, suggestions and other application requirements. Interfaces with Regional Information Center personnel. This position requires a general understanding of special education management applications, special education terminology and processes.

SPECIFIC DUTIES :
  1. Specializes in training new and/or experienced school district administrators and support personnel in the use of computerized applications through individual district and/or group meetings.Prepares appropriate documentation for applications.Conducts presentations for potential users and other interested groups.Trains Regional Information Center personnel on applications.Coordinates a user group for the sharing of common problems and solutions.Assists prioritizing the enhancements and maintenance for applications.Provides telephone assistance.Serves as liaison for special education applications for school districts.Consults with school district administrators and support personnel on the development, maintenance and effectiveness of applications.Recommends system modifications or revisions, which will improve the tasks of users as well as center staff.Prepares materials for meetings and training sessions, which support application requirements.Works with Regional Information Center staff to improve current services.Attends statewide meetings on special education procedures and shares information with district personnel.Performs other duties as assigned by the Director of Computer Services and/or immediate supervisor.

MINIMUM QUALIFICATIONS :
Either:
A. Graduation from a New York State registered or regionally accredited college or university with a Bachelor's Degree, which included or was supplemented by fifteen (15) credit hours* in Computer Science, Information Resources Management, Information Technology, Management Information Systems, Special Education, Education, Psychology or closely related field and one (1) year (full-time paid, or its' part-time equivalent) experience in applying technology training and support by phone or on-site to users and/or experience in reporting Special Education and Medicaid mandates; OR
B. Graduation from a New York State registered or regionally accredited college or university with an Associate's Degree, which included or was supplemented by fifteen (15) credit hours* in Computer Science, Information Resources Management, Information Technology, Management Information Systems, Special Education, Education, Psychology or closely related field and three (3) years (full-time paid, or its' part-time equivalent) experience in applying technology training and support by phone or on-site to users and/or experience involving reporting Special Education and Medicaid mandates; OR
C. Successful completion of fifteen (15) credit hours* in Computer Science, Information Resources Management, Information Technology, Management Information Systems, Special Education, Education, Psychology or closely related field offered by a technical training institute, college or a corporate training program and four (4) years (full-time paid, or its' part-time equivalent) experience in applying technology training and support by phone or on-site to users and/or experience involving reporting Special Education and Medicaid mandates; OR
D. Graduation from high school or possession of a high school equivalency diploma and five (5) years (full-time paid, or its' part-time equivalent) experience in applying technology training and support by phone or on-site to users and/or experience in reporting Special Education and Medicaid mandates; OR
E. An equivalent combination of training and experience as indicated above.

*Coursework in the use of specific programs such as WORD, EXCEL or ACCESS and data entry is not acceptable.

Special Requirement: Possession of a valid New York State driver's license appropriate to the vehicles operated or otherwise demonstrate their ability to meet the transportation needs of the job.

Special Requirement for appointment in School Districts including BOCES : In accordance with the Safe Schools Against Violence in Education (SAVE) legislation and by the Regulations of the Commissioner of Education, candidates for employment in school districts must obtain clearance for appointment from the State Education Department based upon fingerprinting and a criminal history background check.

WHAT IS A BOCES

BOCES, or Boards of Cooperative Educational Services, were created in 1948 by the New York State legislature. They operate as extensions of local school districts to help them meet their educational and financial goals by offering shared educational programs and services.

The Board of Regents and Commissioner of Education have also charged the 37 BOCES in New York State with providing leadership and developing the capacity of local schools to enhance and improve student achievement. The chief executive officer of a BOCES also serves as the District Superintendent and works closely with local school districts as both a liaison to and agent of the New York State Commissioner of Education.

HOW IT WORKS

BOCES opens doors to innovative and exciting programs in a manner that is effective, efficient, and fosters equity for all students. A BOCES program or service is created when two or more school districts have similar needs that can be met through sharing. This is an economical way for districts to provide opportunities they otherwise might not be able to afford or that would be more expensive to provide independently. BOCES programs and services eliminate duplication of such things as staff time, space, and equipment. BOCES staff members also have particular skills and expertise related to each of the programs and services offered, making participation an effective option for districts.
