QUALIFICATIONS:
Administrative (Principal) Certificate
Four or more years of administrative experience
Strong knowledge of current legislation and coordination of Federal and State grants that strengthen instructional programs
Experience managing Federal, State and Locally funded instructional programs
Strong attention to detail
Interpersonal, problem-solving and organizational skills to effectively facilitate training and efficiently manage resources and budgets
Demonstrated ability to align resources through budget development and management
Skilled in instructional design, evaluation and professional development
Interpersonal, problem-solving and organizational skills to effectively develop and manage professional development
Strong knowledge of systemic reform and adult learning
Ability to oversee the coordination district-wide initiatives
Experience in developing, implementing and monitoring instructional programs
Experience in working with culturally diverse students and staff
Demonstrated ability to work collaboratively with all levels of District management, School Board, agencies, families and community
Experience in advocating, developing and supporting strong community partnerships
Experience in brokering national, community, business and university partnerships that support student learning
Proficiency in using technology to communicate and manage records
Strong written and oral communications skills using both formal and informal styles as appropriate
Alternatives to the above that the School Board may find appropriate
REPORTS TO: Assistant Superintendent of Curriculum and Instruction
SUPERVISES: Such staff members as the Superintendent may designate, as reflected in the district Organizational Chart
JOB GOAL: To provide supervision and leadership in the development, implementation, improvement and evaluation of the district's instructional programs ensuring initiatives are aligned to improve reading, writing, mathematics and science achievement for all students; close the achievement gap; increase the graduation rate; and engage parents in meaningful ways. To develop, coordinate and present professional development programs to facilitate the achievement of the goals detailed within the Comprehensive Plan.
ESSENTIAL FUNCTIONS:
Develop, implement, evaluate and improve district instructional policies, programs and procedures to guide and support classroom instruction
Provide leadership in the formulation, implementation and evaluation of all instructional programs
Supervise Coordinators who manage and facilitate instructional programs, identifying functions, delegating effectively and determining accountability
Regularly monitor each program supervised with on-site visits and other contact interaction
Assist principals in planning and implementing programs based on identified student needs and available resources
Consult with administrators, coaches and teachers to determine current and anticipated professional development needs
Establish learning targets and success criteria for staff development sessions
Determine the most appropriate instructional methods, utilizing knowledge of specified training needs and applicability and effectiveness of methods such as individual coaching, large and small group instruction, interactive training, and transfer techniques
Design and present/facilitate execution of professional development sessions to different employee groups covering specific areas such as standards aligned instruction, instructional best practice, and school improvement initiatives
Plan and manage budgets for instructional programs
Maintain communication with educational leaders at the local, state and national levels to remain abreast of changing policy and funding implications
Report the status of all instructional programs to the Superintendent and to the Board of School Directors as requested
MARGINAL FUNCTIONS:
Integrate work with the Offices of Schools and Student Services to:align professional development, monitoring and support across levels, schools and classrooms
facilitate engagement of other offices and staff in school improvement
contribute to work of other offices and staff and
work collaboratively as part of flexible, project-based work teams with duties shifting according to the changing needs of the projects underway
Develop and write grant proposals for entitlement programs and seek new funding sources that are aligned with the district Comprehensive Plan and support student achievement through targeted use of Federal, State, and local funds
TERMS OF EMPLOYMENT: Full year. Salary to be established by the Board.
EVALUATION: Performance is evaluated in accordance with the Compensation and Performance Evaluation Plan for School and District Leaders.

Sitting at a desk for extended periods of time
Standing for limited periods of time
Occasional bending, crouching, stooping, twisting, reaching and grasping
Light lifting- up to 15 pounds

Visual acuity to read correspondence and computer screens.
Auditory acuity to be able to use telephones.
Ability to speak clearly and distinctly.
Temperament:
Ability to work as a member of a team.
