Serves as expert resource and primary contact regarding employee leave benefits.  Performs complex work involving the interpretation and application of various personnel policies, procedures, laws and regulations.  Serves as a liaison between risk management, employees, Human Resources and Departments/schools.   Contacts are frequently made with all levels of administration and with external contacts.  Decisions impact employees, payroll and human resources. 
Essential Job Functions:
  • Conducts counseling for faculty and staff on procedures as applicable to FMLA, STD, ESL, SLB and Hartford eligibility.  Interprets and explains CCPS leave policies, procedures and FMLA regulations to employees.  Develops communication tools to provide information to employees regarding leave benefits.  Responds to leave inquiries via email and phone. 
  • Determines leave eligibility and approves or denies request.  Ensures compliance with FMLA regulations and CCPS policies.  Coordinates with schools and departments to track FMLA hours used for continuous and intermittent leave. 
  • Collaborates with Risk Management and Chesterfield Employee Medical Center in approving, tracking and maintaining leave benefits for employees on Workers Compensation.
  • Point of contact for eligible employees transitioning to short term and long term disability through The Standard.
  • Works closely with Human Resources and Benefits Administrators to determine VRS status (Plan 1, Plan 2 or Hybrid) and interprets appropriate leave.
  • Approves and tracks short term Military leave for employees.  Maintains files and serves as primary contact for employees on Military Leave.  Assists in other areas of leave benefits (such as civic, professional and jury duty) as needed.
  • Coordinates with Human Resources and schools in obtaining and maintaining confidential and sensitive medical information for employees with continuous medical restrictions.
  • Develops, conducts and participates in a variety of presentations to inform and educate management and employees about all CCPS and Federal leave policies and regulations.
  • Serves as back up for the departmental budget.
  • Responds to and processes benefits inquiries as needed.
  • Makes recommendation for policy revisions.
  • Makes contact with insurance vendors.
  • Attends and participates in professional seminars and workshops; stays current on issues relative to human resources. 
  • Leads or serves on project teams as directed to evaluate and improve HR or school systems services.
  • May perform other related duties as assigned.

Qualifications: Considerable knowledge of related laws and regulations associated with leave benefits and FMLA; of the principles and theories of human resources management.  Knowledge of principles and of federal and state leave laws and regulations and of school board policies and procedures as related to benefits. Knowledge of Virginia Retirement System.  Working knowledge of business math and English.  Working skill in the use of a personal computer, utilizing spreadsheet, presentation, database and word processing software.  Demonstrated ability to apply and interpret related Human Resources policies, procedures, regulations and guidelines.  Demonstrated ability to maintain automated databases and provide routine reporting; to perform detailed work; to compose correspondence and to accurately perform mathematical calculations.  Demonstrated problem solving abilities.  Demonstrated ability to communicate effectively with all levels of Human Resources and the public tactfully and compassionately in sensitive, stressful situations in a confidential manner.
