This is a confidential; at will position whose primary function is to ensure provision of high-level administrative support and provide organizational management for the Board of Education. The Board Executive Director maintains close knowledge of the Board of Education positions on sensitive and confidential matters including negotiations. The Board Executive Director participates with the Board in the on-going evaluation of effective strategies in the implementation of the Board's Core Beliefs and Commitments Policy 0118 and Theory of Action Policy 0119. The Board Executive Director works in a fast-paced, work environment in a large, complex educational system and is required to possess effective communication skills and organizational ability as well as an ability to negotiate large educational systems with tact and sound judgment.

The Board Executive Director works exclusively and confidentially for the Board of Education and ensures professional and responsive service by Board staff to the Board, the public and other Prince George's County staff. The Board Executive Director also assists and supports the Board of Education in carrying out its responsibilities, particularly regarding its quasi-judicial responsibility under Sections 4-205 and 6-202 of the Education Article of the Annotated Code of Maryland in consultation with counsel to the Board.

Flexible schedule with evening meetings and some weekends required.

Detailed Description:

The following duties and responsibilities are typical for this classification. They are not to be construed as exclusive or all inclusive:

Education Support
  • Ensure support for Board of Education committees, including, but not limited to, research analysis and information regarding educational policies and practices to improve student learning outcomes;
  • Advise the Board on education issues and/or policies proposed by the CEO or other entities;
  • Proactively research and document educational policy, innovative practices, and/or increase parent and community engagement; and
  • Review Board Policies and PGCPS Administrative Procedures and advise the Board on updating and/or amending policies and creating policies that could enhance or improve procedures.

  • Management
  • Responsible for the overall professional and responsive operation of the Board office;
  • Notify the Board of Education Chair and Vice-Chair on all pertinent issues and advise immediately of any issues that warrant prompt attention of the Board and/or the CEO;
  • Responsible for developing and maintaining sound financial practices;
  • Assists in the preparation of the Board of Education's annual budget by November of each year and monitor expenditures to assure that the Board operates within budget guidelines in collaboration with internal audit;
  • Provide leadership in developing organizational and financial plans with Board of Education and staff and carry out plans and policies authorized by the Board. Independently develop and implement action steps to complete complex assignments within time lines;
  • Develop and ensure effective system to track Board actions;
  • Provide a performance annual report each year to the Board each November that includes a comprehensive summary and analysis of the work of the Board and Board office activities;
  • Ensure that Board staff is sufficiently cross-trained and that an appropriate succession plan is in place;
  • Ensure that the Board administrative staff evaluations are prepared annually in advance of the staff person's anniversary date for Board review no later than a month after the anniversary date; and
  • Encourage staff development and education and assist staff in relating their specialized work to Board of Education overall goals and responsibilities.

  • Policy and Legal Support
  • Participate with the Board of Education in on-going evaluation of Board policies and governance practices;
  • Contribute to the dialogue of the Board in formulating positions on sensitive confidential matters, including labor negotiations;
  • Review Board of Education policies on an annual basis and recommend changes as appropriate. Upon direction of the Board, draft policies for Board of Education approval;
  • Work with PGCPS General Counsel, Board lobbyist and other entities to develop and support an ambitious and collaborative legislative agenda for both state and federal policies; and
  • Work with Board Counsel to track legal services and recommend practices and procedures to minimize legal action against the Board in addition to ensuring efficient, cost-effective and high-quality delivery of legal service to the Board.

  • Communications and Community Engagement
  • Ensure the Board Office is responsive to concerns, inquiries, questions and complaints of parents, students and constituents;
  • Develop a system to ensure that all inquiries are properly routed to staff within the school system and to track inquiries to ensure that every student, parent and constituent question or issue has been properly addressed;
  • Represent the programs and perspective of the Board of Education to agencies, organizations and the general public;
  • Establish and maintain effective, collaborative relationships with community groups, organizations, funders, state and local elected officials, PGCPS staff and the general public to help achieve the goals of the Board of Education;
  • Prepare official correspondence of the Board of Education and maintain legal documents; and
  • Plan and coordinate events.

  • Thorough knowledge of modern office practices including excellent writing, grammar and proofreading ability (writing sample required); and
  • General knowledge of county and state government functions, policies and procedures.

  • EDUCATION REQUIREMENTS:

    Master's degree or Professional degree above a baccalaureate from an accredited college or university required. Five (5) or more years of progressively responsible experience in three (3) or more of the following areas: Education; Management and Budget; Policy and Legal Support; Communication and Community Engagement; along with experience in supporting the work of Boards.

    CERTIFICATION REQUIREMENTS:

    SUPERVISORY RESPONSIBILITIES:

    Supervise Board staff as directed by the Board of Education.

    PHYSICAL DEMANDS:

    While performing the duties of this job, the employee is frequently required to stand, talk, hear, walk, sit, and use fingers, tools or controls. The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision such as to read handwritten or typed material, the ability to adjust focus, and depth perception. While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

    ADDITIONAL INFORMATION:

    The Board Executive Director is a salaried employee whose work often requires working evenings and some weekends beyond business hours to accommodate activities such as Board meetings and representing the Board at public events
