Position Summary:
Boston Public Schools (BPS) is looking for a dynamic experienced professional for the job of Deputy Chief Human Capital Officer to support the district's efforts to attract, hire, retain, and develop the highest quality educators as possible. Reporting directly to the Chief Human Capital Officer, the Deputy Chief Human Capital Officer will serve as the Chief Human Capital Officer's primary thought partner around key decisions and strategies. The Deputy Chief Human Capital Officer will serve as member of the Office of Human Capital leadership team and must be a visible leadership presence in the office that staff can turn to when the Chief is not available. In addition, the Deputy Chief Human Capital Officer will oversee teams responsible for leadership development, performance management, and staffing.

Responsibilities:

The Deputy Chief Human Capital Officer responsibilities will include, but not be limited to the following:
  • Report to the Chief Human Capital Officer and provide leadership and supervision in all matters related to talent management and development through the supervision and oversight of the work of senior leaders in leadership development, performance management, and staffing
  • For each team, ensure the following is executed with high quality and fidelity:
    • Developing an annual strategic plan with performance goals and objectives
    • Executing key strategic initiatives and actions
    • Monitoring progress against key goals and objectives
    • Aligning efforts and supports with other teams and departments to optimize results
  • With the Chief, set vision for the district's educator effectiveness, leadership development, and talent management efforts
  • Create and execute a plan for BPS becoming an organization focused on performance management
  • Advise the Chief Human Capital Officer and the Superintendent regarding complex human capital management and labor issues, including matters related to bargaining with unions, policies, long-range plans as well as innovative solutions and services
  • Lead internal short- and long-term human capital planning processes and implementation of a coherent strategy for the district's efforts to attract, hire and retain the highest quality talent for its schools and central office teams. Ensure that talent systems are efficient and effective at meeting district human capital goals. Support the department's efforts to track and monitor progress against key goals and objectives.
  • Work closely with OHC leadership team to maintain close coordination and collaboration among the operations, data and analytics, and talent management departments
  • Work closely with the Academic Superintendent team, senior staff, and other key external stakeholders to ensure that coordination and alignment of all human capital efforts
  • Serve as a key contact to OHC staff, particularly as it relates to fielding questions, coordinating projects, and communicating key information from the Chief
  • Manage and support initiatives owned by the department and the Chief
  • Analyze research, as well as best practices of school districts and other industries, to make evidence-driven recommendations to advance policy objectives

Qualifications - Required:
  • Master's Degree
  • 10 Years experience in urban education
  • Minimum of three (3) experience in a school leadership role
  • Deep experience and knowledge of research around key human capital areas including recruitment, selection, retention, development, and evaluation
  • Extensive knowledge of talent management systems; experience building and leading human capital programs
  • Demonstrated success leading strategic educational program and reform initiatives
  • Experience in project management, including the ability to identify, develop, and deploy resources across multiple initiatives
  • Strong interpersonal and communication skills and experience
  • Management and supervisory experience
  • Ability to analyze, leverage, and communicate analysis of data
  • Excellent organizational skills and demonstrated ability to multi-task and prioritize daily tasks
  • Experience working effectively with a wide range of constituencies in a diverse community
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment

TERMS: Managerial, Tier E, This position subject to the City of Boston residency requirement.
