Position Summary:

Boston Public Schools (BPS) is looking for a dynamic experienced professional to lead the Office of Human Capital's Human Resources (HR) teams to serve as a central point of customer service for handling all employee transactions and services.
Reporting directly to the Chief Human Capital Officer, the Director of Human Resources will be responsible for instituting a positive department culture and ensuring the highest levels of employee customer service through effective, timely and high-quality transaction review and processing. The Director will be the district lead on all Human Resource matters as well as overseeing the overall performance of key functions including but not limited to: compensation & benefits, employee information management, leave management, payroll, licensure, and time & attendance.
The Director of Human Resources will serve as a member of the Office of Human Capital leadership team and will collaborate to ensure policies, procedures, and systems are in place to ensure department's processes are efficient and fully compliant.

Responsibilities:

The Director of Human Resources' responsibilities will include, but not be limited to the following:
General
  • Responsible for managing several teams and allocating work, monitoring productivity and compliance and ensuring customers receive high quality service in a timely manner
  • Establish and manage performance metrics for the teams and track performance
  • Ensure and maintain accountability for data integrity, efficiency, and quality of customer service
  • Lead the design and implementation of key customer service procedures (phone, walk-in, and electronic) and protocols focused on employee benefits, payroll, employee information, and human resources needs
  • Report weekly and monthly productivity data to ensure service deliverables are met
  • Hire, train and develop team members in order for them to succeed and grow in the department
  • Serve as liaison with the other human capital functions as well as with human capital managers, school leaders and department heads within the school district
  • Serve as a subject matter expert on human resource policies and assist team with questions
  • Track leading practices in the delivery of human resource and employee service transactions and processes within the scope of the team's scope of responsibilities
  • Oversee the operations of the Office of Human Capital and work with the staff assistant on day-to-day operations

In addition to serving as the leader of the Human Resources teams, the Director will either be indirectly (through managing the team), or directly (through filling in when necessary), responsible for the following actions:

Benefits and Compensation
  • Manage the district's benefits programs including tuition reimbursement, healthcare, wellness programs, retirement/pension plans, etc.
  • Manage all new enrollments, changes and terminations including communication with vendors
  • Ensure that compensation structures and policies for new and existing employees are in compliance with Massachusetts Pay Equity Laws
  • Liaise with payroll in processing employee information, merit increases, promotions, transfers, etc. via entry in HR systems and completion of required forms
  • Manage the job classification and compensation review process for both new and current positions
Compliance and Employee Information Management
  • Manage and coordinate all aspects of leaves of absence administration including advising employees, preparation and intake of forms, submission of forms, and any required employee/manager follow-up
  • Manage the attendance information management process including training for school based and department staff around time keeping and policies
  • Assist in keeping all school department's policies and procedures up to date
  • Maintain confidentiality of all records and transactions and ensure compliance with policies and regulations
  • Coordinate all aspects of the separation process including exit surveys issuance, separation paperwork (i.e. release agreements (when appropriate), and inform all applicable departments of changes (IT, Payroll, etc.)
  • Support confidential employee related processes and matters as required
Licensure
  • Oversee educator licensure and certification information management and tracking including responding to employee inquiries
  • Coordinate the licensure waiver process between BPS and DESE (DESE)
Employee Customer Service
  • Provide responsive and superior customer service to employees
  • Ensure smooth first point of contact for all walk-in and phone call support
  • Manage and oversee reception desk coverage
Payroll
  • Provide oversight and support to the Payroll team's efforts to ensure that all employees are paid accurately and on time based on seniority, position requirements, and compensation policies
Other
  • Support onboarding and hiring process, scheduling and coordination of new hire orientations
  • Conduct background screening as requested or assigned
  • Ensure employees are set up on all systems and applications as appropriate
  • Process employment verifications
  • Maintain confidentiality and follow school department, state, and federal policies and procedures
  • Assist with special projects as requested or assigned
Qualifications - Required:
  • Bachelor's Degree
  • Minimum of ten (10) years of human resources experience
  • Minimum of seven (7) years of experience in leading high performing teams
  • Strong interpersonal and communication skills and experience
  • Demonstrated success in providing high levels of customer service
  • Ability to work with data and leverage for planning and decision making support
  • Excellent organizational skills and demonstrated ability to multi-task and prioritize daily tasks
  • Experience working effectively with a wide range of constituencies in a diverse community
  • Proficient in human resource information management
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment

Qualifications - Preferred:
  • Master's Degree
  • Experience in an urban school district
  • Five or more years of professional experience related to Human Resources / Human Capital functions
  • Demonstrated success leading strategic educational program and reform initiatives.
  • Demonstrated ability to bring together multiple stakeholders, creatively solve problems, and drive cross functional projects
  • Bilingual
