SUMMARY Work in partnership with clients and Information Technology personnel to identify, document and provide recommendations for improving data quality, information flow, and business processes. Collaborate with business data and process owners to reduce errors, cost, and required support while increasing data quality and value. Maximize district data resources to support increased administrative efficiency and student achievement.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Enterprise Data Analysis -

Partner with business data owners to leverage data across multiple departments (Division of Instruction, Support Services, Business Services, etc.) to discover pertinent data relationships and create measurements of teacher/staff effectiveness and student achievement.

Drive enterprise data quality initiatives to improve data accuracy and reusability.

Ensure that basic metrics for the data information architecture, systems and processes have been identified, that an ongoing assessment process of these metrics is implemented, and a proactive definition process focusing on addressing business needs is in place.

Facilitate, mediate and define strategies for leveraging information through data warehousing and data mining technologies.

Business Process Analysis -

Determine relationships between business processes and associated data flows among enterprise applications.

Drive business process improvements that reduce errors, manual effort, and cost as data flows across departmental boundaries.

Responsible for strategic and tactical planning, focusing on solutions for current and future business data practice problems.

Establish and oversee a data management advisory council to provide guidelines and recommendations on business requirements, practice, and compliance to ensure business strategy, regulatory compliance, and continuity requirements are met.

Project Management and Analysis -

Work collaboratively with customers to develop project success criteria.

Create and manage project plans to achieve measured success.

Lead efforts with customers to determine, refine, and document requirements for data-centric solutions.

Report Writing -

Create reports to demonstrate business value of discovered business data relationships.

Assist other report developers by acting as a resource for report development expertise.

Advise, collaborate, influence, negotiate, and communicate with all levels of District employees, both school-based and central.

Represent District while working collaboratively with vendors, contracts, and businesses. Drive data integration and process improvements with governmental agencies including the Colorado Department of Education and the Public Employees Retirement Association.

Stay current with industry technologies and provide analysis for applicability of these technologies for District benefit.

Analyze existing ongoing system maintenance costs. Design and implement new technologies and procedures to reduce these costs.

EXPERIENCE 5-7 years minimum experience in data analysis and business process analysis. Proven proficiency in project management and working with customers across organizational units. Experience with Infinite Campus or other student information system and PeopleSoft or other ERP system experience preferred. Experience with IBM/Cognos reporting tools and application integration platforms preferred.

EDUCATION AND TRAINING Bachelor's degree in Information systems, computer science, business/management or related field or equivalent experience.

CERTIFICATES, LICENSES, REGISTRATIONS Valid Colorado Driver License required.

SKILLS, KNOWLEDGE, & EQUIPMENT Excellent oral and written presentation and communication skills, interpersonal skills, problem solving and planning skills. Knowledge of K-12 environment, cycles and practices; and understanding and/or experience in public education concepts. Ability to build relationships with peers, potential customers and District executive management, and to work collaboratively and effectively with people of diverse backgrounds. Aptitude or skill and experience in business process reengineering techniques and methods. Expert knowledge of full data life cycle methodology and data analysis, including experience with multiple projects and full life cycle process. Ability to stay current with changes in technology.

DECISION MAKING Responsible for making enterprise data decisions that could affect the entire District. Decisions will directly impact a large number of employees, school personnel, parents, community and administration. Requires detailed analysis for possible conflicts or adverse impacts to production system availability and performance for any changes, upgrades, or fixes. Must be decisive and have ability to daily evaluate the client's needs and requests, determine the cost and viability of business process change and/or viability of a technical solution implementation and make recommendations to management. An incorrect decision could cause the District wide systems to be unavailable for users, perform poorly, or cause a loss of data from the system due to incorrect configurations or installation. If there was a system failure or loss of data, this could cause an embarrassment to the District by impacting staff, students, parents, and various state and federal reporting agencies. Additionally, incorrect strategic technical decisions could jeopardize the District's capabilities and efficiencies for years to come. This could ultimately cause a loss or delay of revenues and negatively impact the District's reputation. Errors could potentially result in substantial embarrassment and/or cost to the District.

COMMUNITY RELATIONS Daily contact with professional staff within department to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, maintain relationships, and recommend policy; with professional staff outside department and vendors, contractors, engineers, and developers to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, and maintain relationships; with classified staff within department to discuss routine internal matters and obtain/furnish information; and with the Administrative Leadership team to furnish information. Contact with state reporting agencies, advisory committees and school support teams to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, and maintain relationships; and with classified staff outside department to discuss routine internal matters and obtain/furnish information.

SPAN OF CONTROL This job may have supervisory responsibilities depending on team size and organization. This position assists the Director in the interview and evaluation process of candidates and will assist with employee evaluations. This position will also review the work of other development resources for technical accuracy and efficiency. Creates new technology standards based on industry best practices and implement them across the department.

EDUCATIONAL DELIVERY Provide support services for educational technology, educational resources, staff development training , transportation, Exceptional Student Services, Health Services, Human Resources and other business applications. Provide support to schools and students with various District wide financial and student systems used on a daily basis. These systems process and store financial transactions from receipt of cash of fees from parents, purchase transactions, student attendance, student grades and assessment information for students. These systems are used by classified, administrators, and teachers at all sites throughout the District. The majority of time is not spent on the school site.

COMPLEXITY OF WORK General direction is provided by the Director, Information Technology to meet the current and future needs of the District. Requires independent judgment and thinking, formulation and interpretation of strategic improvements, interpretation of facts, technical and analytical skills, application of technical knowledge and analysis of the impact a situation/decision has on the District. Must be able to analyze, synthesize, gather information, calculate, and interpret information. Must have strong ability to solve system problems.

Job Overview

We are currently seeking a full-time Technical Business Analyst/Backlog Owner to join our Ed Tech Development team. You will work alongside other business analysts, developers, QA analysts, subject matter experts, project managers and report directly to the Director of EAA.

Specifically, the TBA/BO will own the team backlog which includes several custom applications and integrations. They will serve as a liaison between business units, technology and support teams to facilitate application development. This role is responsible for defining, documenting and clearly articulating requirements to the delivery team in user story format. They will lead the team through technical scoping, estimation, backlog grooming, sprint planning and sprint execution steps.

We are looking for someone who is eager to learn, flexible about what they are doing, and who enjoys working with interesting people.


Work Item Elaboration:

In collaboration with key stakeholders, business analysts, support and development teams, the Technical Backlog (TBO) is responsible for defining user and tech stories for the team's supported applications and integrations including data-flow diagrams and use cases (Technical Scope). They estimate the sizing of user and tech stories, updating them based on team feedback and prioritization of the team's backlog (Estimation & Backlog grooming). Moreover, The TBO is the content authority for the team level. They are responsible for story execution, accepting stories, representing the customer to the Agile development team and coordination of content dependencies with Project Managers and other Technical Backlog Owners (Sprint Planning).

  • Interact and work with various cross-functional teams to develop a strong understanding of work objectives.
  • Effectively communicate insights and plans to cross-functional team members and management.
  • Guides stakeholders and users in formulating requirements, advises on alternatives and the implications of new or revised modifications
  • Ensure requirements are specified in a manner suitable for the intended audience and are understandable, unambiguous and capable of being implemented and tested
  • Creates specifications for systems to meet business requirement and to assist in the creation of detailed test cases
  • Create complex flow charts and understand programming logic and codes
  • Proficient with technical documentation, including business requirements, functional specifications, workflow processes
  • Ability to act as liaison between users/clients and the software development team.

  • Sprint Execution:

    Works closely with the Scrum Master & the Agile development team to ensure the actual build is going according to plan. The Product Owner is responsible for story clarification, escalation and decision making. The PO participates in the daily standups and ensures the Agile team's activities are aligned to the Sprint Backlog.

  • Collaborate with software developers, subject matter experts, QA analysts and project managers to design, develop, test, and maintain products and components.
  • Monitoring and ensuring timely completion of project deliverables.
  • Support production deployment of applications and integrations.

  • Product Support:

    Liaises with Subject Matter Experts to document production support issues. Prioritizes bugs within the backlog and ensures high priority bugs are delivered within service level agreement timelines.


  • Coordinate with support and development to identify, test and implement fixes in supported applications and integrations
  • Provide technical analysis and troubleshooting with proven ability to drive towards root cause identification and resolution within complex systems
  • Resolve production issues escalated by product support teams.
  • Provide knowledge transfer with IT team and customers on systems functionality, purpose, decision modeling, and troubleshooting, using a variety of methods and tools
