POSITION SUMMARY:
This position provides leadership and supervision for the Safety and Security Department and Risk Management. The Director of Safety, Security and Risk Management is responsible for the execution of the Safety and Security Department's mission aligned with the District strategic plan. Primary responsibilities for safety and security include supervision, evaluation, and training of the Safety and Security staff. Primary responsibilities for risk management include develops and implements programs and services to identify risk exposures and eliminate or reduce adverse conditions in efforts to control associated district liability. The Director of Safety, Security and Risk Management serves as the District Safety Officer and leads in developing, implementing, and managing programs designed to effectively address security and district/school safety needs. This position is responsible for coordinating a comprehensive school safety program, which includes working with local law enforcement agencies to monitor and coordinate the school resource officer program. Additionally, this position works extensively with cabinet, school administrators and community on all areas of district/school/scholar safety. The Director of Safety, Security and Risk Management is responsible for and participates in the after-hours call-out pool and is also responsible for aligning the work of the Safety and Security department with the District's educational and operational goals and regularly reporting on this alignment to District administration.

  • Leads for the goals of the strategic plan with a focus on a positive and safe learning environment.Responsible for the supervision, evaluation and training of Security Department staff.Leads for equity by demonstrating the knowledge/awareness of own cultural identity and how this influences behavior, and desire to learn about the cultural identity of others; ability to establish and nurture an environment that promotes cultural competence and equitable treatment of staff, scholars, and patrons of the District; ability to recognize that each person is a unique individual even as we celebrate their group cultural heritage.Responsible for understanding and holding self and others accountable for promoting the Federal Way Public Schools' commitment to "Each Scholar: A Voice. A Dream. A Bright Future."Prepare annual budget recommendations for Safety, Security and Risk Management and recommend staffing.Responsible for selection of new employees and administration of department staffing model.Co-manages the School Resource Officer (SRO) Program with the Federal Way Police Contract Services Supervisor. Liaison to all public safety (Police, Fire and Public Works) agencies providing services within district boundaries. Establish and maintain positive community partnerships with fire, police and other government entities.Develops, reviews and revises Security Department Standard Operating Procedures and training programs for efficiency and effectiveness in supporting District strategic goals.Responsible for organization and direction of the District's intrusion alarm systems, fire alarm systems and 800 MHz radio communications system.Responsible for District All Hazard Plan development, revision and training. Provides leadership in resolving emergency response problems or concerns. Serves as the District's representative to the Greater Federal Way Emergency Management Organization and facilitates emergency management training for district Administrators and staff.Chairs the District Employee Safety Committee. Collect and analyze student and employee accident and injury data to identify trends and propose and implement preventative measures.Develops and maintains a high level of visibility and rapport with administrators, students, staff, and the community.Responds to vehicular accidents involving buses/District vehicles as a representative of the Risk Management Office and District. Initiates communication of accident/incident information to District administrators and insurance providers.Investigates Safety and Security staff use of force for compliance and corrective actions, if appropriate.Identifies risk exposure areas and works with the Superintendent's office, HR and Business Services in developing and implementing a risk management plan to avoid or minimize financial and operational costs of potential losses.Manages the District's school and student security program. Reviews and analyzes reports of security incidents to assess needs. Determines allocation of security resources. Provides leadership in resolving security problems or concerns.Responsible for loss control/loss prevention training; crossing guard/safety patrol, playground supervision, accident investigation and other safety related training as required to support District goals and meet Federal, State and local law and regulation.
OTHER RESPONSIBILITIES:
  • Serve as a member of the Administrative Leadership Team, performing related duties consistent with the scope and intent of the position.Serve as a member on the school district's Threat Assessment Team.Coordinates and/or conducts safety, security and risk management training sessions for managers, supervisors, principals and other District staff.Collaborates with building administration and HR in reviewing student and staff incident/accident reports, conducts analysis of frequency and severity of events and related costs; develops, recommends and provides support for implementation of corrective action(s).Provides instruction to new District employees in accident prevention, safety and security programs and procedures, OSHA/WISHA compliance, personal safety, emergency planning and response programs.Assists Business Services and Human Resources in claims administration duties and insurance program audit and compliance activities.Conducts and/or coordinates school and site safety inspections. Supports school/department safety committee activities. Develops and recommends corrective actions and communicates with administrators and staff responsible for resolving safety and security problems and concerns.Participates in after-hours call-out pool.

REQUIRED MINIMUM QUALIFICATIONS:
Education and Experience
Bachelor's degree
Five (5) years' experience in law enforcement or school/campus security; or any combination of experience and training which provides the applicant with the knowledge, skills and abilities required to perform the work
Three (3) years' supervisory experience demonstrating success working within a large and complex organization with multi-faceted stakeholders such as building leaders, labor unions, community and agencies.

ADDITIONAL REQUIREMENTS:
Demonstrated cultural competency and culturally responsive techniques in interactions with various stakeholder groups
Documented history of increasing responsibilities in current or previous positions
Experience in the identification of training needs; development of training methods and materials; delivery of training to adults
Availability and ability to be flexible in work hours to meet needs of the District

PREFERRED QUALIFICATION:
Knowledge and Awareness of PBIS/Restorative Practice/Capturing Kids Hearts

CONDITION OF EMPLOYMENT:
Valid Washington State Driver's License and a clean driving record
Criminal background clearance
Current First Aid/CPR certification

KNOWLEDGE OF:
The applicable state and federal laws, regulations, and emerging practices to include current issues and trends in industrial safety, risk management, and security

This position also requires sitting, standing, walking, running, carrying, lifting, driving, filing, hearing, speaking, writing, keyboarding, extended periods of time reading off of a computer monitor. The employee is required to constantly lift up to 10 lbs; frequently lift up to 25 lbs; and occasionally lift up to 50 lbs. Weights over 50 lbs should be lifted with help from another person. This position will occasionally push/pull up to 200 lbs.

WORKING CONDITIONS
Experiences task interruptions; required to work outdoors in inclement weather; subjected to flexible shifts or alternating shifts; subject to dealing with distraught, angry and potentially dangerous people; sometimes required to work alone with no backup. The noise level is usually moderate. Issued personal protection equipment provided by the district, must be properly worn.

Work schedule may vary, depending on the needs of the District.

This position reports to and is evaluated by the Deputy Superintendent

LEVEL OF COMPENSATION
Leadership level on non-represented salary schedule - $134,144
