SUMMARY Responsible for proactively developing and delivering bond-related communication plans, resources and tools, and coordinating communication activities for internal and external stakeholders. Provide strategic advice and counsel on communication strategies to district, department and school leadership. Responsible for the clear, timely and accurate dissemination of information. Develop and promote good community relations among various community and school clientele, and local media to include organizing and facilitating community engagement processes related to the implementation of bond projects and the evaluation of long-term facility needs.

This position supports the communications, public relations, and community activities connected to the 2018 Bond construction program and is anticipated to be funded for at least 6 years.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Conceptualize, develop and implement communication/marketing plans for key bond projects and bond-related initiatives. Provide strategic advice and counsel on communication strategies to district, department and school leadership.

Oversee, create and produce informational materials regarding the bond program such as newsletters, press releases, brochures, fact sheets, annual reports, presentations, and other materials as required. Develop and maintain a bond-specific website for accurate and timely information related to the bond program. Communicate complex ideas, programs, systems and processes in easy-to-understand language through a wide variety of communication vehicles including social media.

Respond to inquiries from the Superintendent's Office, Communications Services, Finance and Business Services related to the Bond and Capital Improvement Program.

In partnership with Facilities and other district departments, organize and facilitate community engagement processes related to the implementation of bond projects and the evaluation of long-term facility needs. Engagement activities include community meetings, Design Advisory Group meetings, groundbreakings, grand openings and open house events. Prepare bond-related communications for the Capital Asset Advisory Committee (CAAC).

Initiate, prepare and distribute all bond-related media releases, create proactive story pitches, and manage bond-related media requests.

Take and/or coordinate the production of photographs and videos for use in bond publications and on the website.

Support the communications services team in its incident response duties.

Perform other duties as assigned.

EXPERIENCE Minimum of five (5) years related experience. Experience in school Public Relations, construction/commercial development marketing, or facility planning experience preferred. Experience with video and photographic production preferred.

EDUCATION AND TRAINING Bachelor's degree in journalism, communications, marketing, public relations or related field.

CERTIFICATES, LICENSES, REGISTRATIONS Valid Colorado driver?s license. Accredited in Public Relations, preferred.

SKILLS, KNOWLEDGE, & EQUIPMENT Self-motivated strategic thinker with effective independent judgment skills. Demonstrated mastery of public relations techniques and strategies, including the development of communication and public relations plans. Excellent verbal and written communication skills, including public speaking and news interview abilities, and strong proofreading/editing skills. Competence, experience and knowledge of media relations practices. Ability to communicate complex ideas, programs, systems and processes in easy-to-understand language. Computer operating skills using application software including MS Word, Excel and PowerPoint; Adobe CS. Social media skills including account maintenance, posting, curation, analysis, and reporting. Knowledgeable in the effective use of graphic elements such as typeface combinations and graphic placement. Evidence of organizational, planning and time management skills, including meeting strict deadlines. Ability to demonstrate consistent work ethic and respect necessary to maintain a cooperative and cohesive work environment. Ability to promote and follow Board of Education policies, District policies, building and department procedures. Ability to communicate, interact and work effectively and cooperatively with all people, including those from diverse ethnic and educational backgrounds. Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment and report unsafe conditions to the appropriate administrator. Ability to keep up-to-date technically and apply new knowledge to your job. Includes adapting to and mastering new system applications and processes as implemented by the district or department. Ability to stay abreast of professional practices in the field of communications and public relations. Normal office equipment such as personal computer, printer, copier, fax, phone system, e-mail. Operating knowledge of district information technology systems and any other department specific software and equipment required within 2 months after entering position.

DECISION MAKING Requires independent judgment, strategic planning, discretion and an understanding of the impact a decision may have on public opinion, address concerns raised by the public and the media, and represent the district soundly and professionally. Decision making requires collaboration with Communication Services team, educational leadership team, superintendent, principals, department managers, business leaders, civic and community organizations, and district legal counsel. Must work within accepted standards and apply judgment when standards do not exist. Errors could potentially result in additional cost or embarrassment to the district.

COMMUNITY RELATIONS Daily contact with classified staff within/outside department to discuss routine internal matters, obtain/furnish information, interpret policy, maintain relationships, recommend policy, and negotiate controversial matters; with professional staff within/outside department and administrative leadership team to discuss routine internal matters, obtain/furnish information, interpret policy, maintain relationships, recommend policy, negotiate controversial matters, set critical policy, and
instruct/counsel; with general public, community members to obtain/furnish information, interpret policy, and maintain relationships. Weekly contact with department personnel to obtain/furnish information, maintain relationships, and recommend policy; and with media, news, press, and television to obtain/furnish information, maintain relationships, and negotiate controversial matters.

SPAN OF CONTROL This position has no supervisory responsibilities. Will serve as the subject matter expert of bond-related communication plans, resources, activities and tools.

EDUCATIONAL DELIVERY Provide direct services for public engagement and communication and marketing services District-wide.



COMPLEXITY OF WORK Work is assigned by the Chief Communications Officer, Executive Director, Facilities & Construction Management, and self-directed. Requires use of judgment, independent thinking, and the ability to make sound decisions quickly with little time or input from others. Must have strong understanding of district culture, local community, and the media and be able to analyze the impact of his/her decisions on the organization's reputation.

PHYSICAL DEMANDS While performing the duties of this job, the employee is regularly required to walk, climb and maneuver around school construction sites while accompanying project teams, hosting media visits and scheduled ground breakings, or other events on a regular basis. The employee must regularly lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.

MENTAL FUNCTIONS While performing the duties of this job, the employee is regularly required to communicate and utilize interpersonal skills. The employee frequently is required to analyze, synthesize, evaluate, and negotiate. The employee occasionally is required to compare, coordinate, instruct, compute, and compile.

WORK ENVIRONMENT The noise level in the work environment is usually moderate.

OTHER INFORMATION This position may, on occasion, need to flex their hours to accommodate certain project deadlines, attend community events, crisis communications and/or media relations. Required to carry a cell phone and respond within an appropriate amount of time. Ability to travel among school and community locations.
