Distinguishing Features of the Class and PPS Project Manager Role

This position exists in the Schenectady City School Pupil Personnel Services Department and involves responsibility for Project Management oversight of several PPS related initiatives; including the coordination and deployment of resources, the direct supervision of clerical support staff, & managing of day to day Committee on Special Education office procedures. The role requires revising, interpreting and implementation of certain PPS and Special Education policies and procedures. The incumbent performs project management functions including, but not limited to, program planning, budgeting, training and supervision of personnel, reporting and program evaluation. Additionally, this position involves oversight, training, and inventory of assistive technology and certain software programs. The incumbent will routinely run reports, analyze, manipulate, interpret and display data to inform program decisions. They will work collaboratively with the Office of Planning & Accountability in areas such as data warehouse as well as oversee the provision of Medicaid Services and billing.

Typical Work Activities and PPS Project Manager Expectations
  • Project Management oversight for several PPS related initiatives; coordinates and deploys resources as assigned by the Director of PPS;
  • Assist with oversight of Special Education intake, and review process to ensure that the district complies with Federal and State laws. This may encompass returning incomplete/inappropriate intake or review requests to building staff and ensuring further disposition;
  • Supports Director of Special Education to ensure compliance with NYSED reporting for Special Education;
  • Is responsible for supporting the implementation of policies and procedures in compliance with the Part 200's and federal law;
  • Collaborates with the office of PPS and the Office of Planning & Accountability and has oversight to the Medicaid billing process and staff handling of billable services;
  • Inventorying & distribution of Assistive Technology Software and devices;
  • Assists with oversight and training of software programs used in PPS such as IEP Direct, Unique Learning, E- Doctrina, Read 180 & System 44. This includes running usage reports, providing professional development, Keeping licenses current, technical support, and system updates;
  • Revising, interpreting, and implementing certain policies and procedures in the PPS and Special Education areas;
  • Works with Assistant Director for Accountability & Assistant Director of PPS to gather data necessary for NY State Education reports and Data Warehouse;
  • District Liaison to BOCES with respect to staff training, preparation and verification of the NYS Alternate Assessment portfolios for collegial review and submission to BOCES for scoring;
  • Direct supervision and evaluation of administrative & clerical support staff; assigns additional work as needed;
  • Reports to the District Director of Pupil Personnel Services;
  • Leads coordination of new teacher & paraprofessional onboarding and training in the PPS related areas.


Full Performance Knowledge, Skills, Abilities and Personal Characteristics and Key Qualities
  • Thorough knowledge of principles and practices of project management, including a knowledge of personnel methods and procedures, organizational reporting and communication;
  • Thorough knowledge of PPS/Special Education terminology, laws, procedures and equipment; good knowledge of business arithmetic, data interpretation, and English;
  • Working knowledge of the operation & application of computers to data management and reporting systems;
  • Ability to train and supervise employees in micro-computer operations & project management, compliance methods and procedures;
  • Ability to organize and lay out work for others; ability to get along well with others and to secure their cooperation;
  • Ability to translate and adapt administrative and financial data and terminology to reports and records;
  • Ability to develop and maintain effective working relationships;
  • Ability to plan, organize and coordinate the work of others engaged in department record keeping and analysis activities;
  • Ability to follow complex oral and written instructions; computer literacy.

Minimum Qualifications

(A) Graduation from a regionally accredited or New York State registered college or university with a Master's degree in business management, business administration, public administration, education or related field and two (2) years of office management, administrative or program management experience; OR

(B) Graduation from a regionally accredited or New York State registered college with a Bachelor's degree in business management, business administration, education or related field and four (4) years of experience as outlined in (A) above; OR

(C) An equivalent combination of experience and training as defined by the limits of (A) and (B) above.
