The Office of Employee Engagement's ("OEE") mission is to ensure effective administration of employee grievances, collective-bargaining provisions, Board policies and rules, and employee discipline to facilitate compliance with statutory and contractual requirements. OEE's main duties include advising principals and other supervisors on employee discipline issues, presiding over discipline hearings, and investigating and adjusting grievances filed by labor unions. The OEE also houses the Criminal Background Committee, which is responsible for reviewing the criminal background histories of applicants.

Principal Responsibilities :

The Program Manager will support the Office of Employee Engagement in connection with the criminal background check process for employees, vendors and volunteers. The Program Manager will be accountable for the following responsibilities:

  • Conducting the review of all criminal background cases received from the Office of Safety & Security's background check team consistent with Board policies, rules, and state law

  • Working with external partners, such as DCFS, to gather additional information used to analyze applicants' criminal backgrounds

  • Conducting legal research and consulting Board policies and rules where necessary to make a decision on an applicant's criminal background file

  • Reviewing and presenting criminal background file, where appropriate, to the Criminal Background Committee for final decision

  • Training the Office of Safety & Security's background check team on any changes to state law, processes and procedures

  • Implementing any process improvements based on changes to Board policies, rules or state laws

  • Managing the Criminal Background Committee e-mail inbox and responding to any questions/concerns from applicants

  • Acting as the primary point of contact on all matters related to the Criminal Background Committee

  • Serves as primary point of contact for all questions to the Committee from the Office of Safety & Security's background check team

  • Collaborate on OEE training of principals/administrators/managers

  • Perform related duties and handle special projects as required



Qualifications/Skills :

  • Proficiency in Microsoft Suite (Word, Excel, PowerPoint) and proficiency in or ability to quickly learn Google application and additional CPS programs

  • Highly organized and ability to use critical thinking skills to plan work flow

  • Ability to conduct expedited and thorough legal research as necessary

  • Team leadership skills. Previous management experience preferred.

  • Detail-oriented and demonstrates sense of urgency in accomplishing goals and objectives to ensure success

  • Strong writing and communication skills



Education and Professional Experience:

  • Graduation from an accredited college or university with a Bachelor's degree required

  • Juris doctor degree from an accredited law school strongly preferred; experience in criminal law preferred

  • Admission to the Illinois State Bar strongly preferred

  • 3-5 years prior experience in nonprofit organization management, higher education, or education management preferred



Residency Expectation :

  • As a condition of employment with the Chicago Public Schools (CPS), an employee must be an actual resident of the City of Chicago or become a resident within six months of the date of his/her employment with Chicago Public Schools.
