QUALIFICATIONS:

1. Valid PA Supervisory or Administrative Certificate.

2. Valid PA Principal Certificate preferred.

3. Master's Degree in Supervision, Educational Administration, English as a Second Language/Bilingual Education, or related academic area.

4. Valid PA Instructional Certificate ESL Specialist certification.

5. Minimum of 5 years teaching, with experience in ESL/Bilingual Education and/or world language.

6. Ability to coordinate district-wide initiatives to support District-wide priorities

7. Adept at using differentiated instructional strategies and modeling strategies for staff

8. Strong knowledge of reading, writing, speaking, and listening standards, assessments, and proven-effective practices in instructional delivery for English Learners.

9. Provide teacher training while using best practice and modeling

10. Strong written and oral communications skills using both formal and informal styles as appropriate for audience and purpose.

11. Interpersonal, problem-solving, and organizational skills to effectively facilitate and manage curriculum development, training, classroom support, and resource/budget management.

12. Alternatives to the above that the School Board may find appropriate.

REPORTS TO: Supervising Coordinator of K-12 ESL and World Language

SUPERVISES: No direct reports

JOB GOAL: To provide leadership, training, and support for a high-quality ELD and world language programs that prepares students to meet or exceed proficiency, ensures their success in general education programs and supports their goals to be college and career ready

ESSENTIAL FUNCTIONS:

1. Coordinate and support curriculum, instruction, assessment, professional development, and resource selection for ELD and world language at the secondary level.

2. Ensure vertical alignment of ELD curriculum, instruction and assessment, and alignment with general education programs

3. Be committed to meeting the unique social and academic needs of EL students.

4. Ensure compliance with federal, state, and district regulations, policies, and procedures for identifying and meeting the needs of EL students.

5. Provide training related to ELD services and world languages including professional development and parent training

6. Work in partnership with principals in the hiring and observing both secondary ELD and world language teachers.

7. Monitor the effectiveness of instruction and services for English Learners and world language at the secondary level.

8. Ensure ESL teams maintain a coordinated system of secondary EL student records and arrange for interpretation of student records to students, parents and school staff and ensure their confidentiality.

9. Assist with statewide/district assessments

10. Support the development and implementation of educational contracts related to Federal, State, and local funding resources that support increased student achievement and professional development.

11. Support the development of grant proposals for entitlement programs and seek new funding sources that are aligned with the district Strategic Plan and support student achievement through targeted use of Federal, State, and local funds.

12. Facilitate and support parental involvement activities and outreach

TERMS OF EMPLOYMENT: Full year. Salary to be established by the Board.

EVALUATION: Performance is evaluated in accordance with the Compensation and Performance Evaluation Plan for School and District Leaders.
