Department Description:

Under the direction of the Construction Procurement Supervisor, the Contract Specialist shall coordinate, manage, and execute activities related to acquisition of construction and construction related services in support of the Capital Construction Program. The incumbent is responsible for management of procurement and contracting activities including planning, developing, writing, issuing, advertising, and coordinating solicitations and contracts. Leads the proposal evaluation and vendor selection process, negotiates or participates in negotiations, tracks and maintains all related documents and records, and ensures regulatory compliance. The incumbent will ensure that contracts are executed in a timely fashion and that such contracts comply with PGCPS, State of Maryland, and other applicable regulations, and are in the best interest of PGCPS.

Salary Range: $63,909 - $115,170

Detailed Description:

To perform this job successfully, the incumbent must be able to perform each of the following essential duties satisfactorily.
  • Prepare/issue solicitations that utilize various procurement methods that includes Request for Proposals (RFPs), Request for Quotations (RFQs) Invitations for Bids (IFBs), Cooperative Purchasing Agreements, Task Orders, and JOC procurements and evaluate vendor/subcontractor proposals to identify vendors/subcontractors who meet project constraints of budget and schedule.
  • Review and process all issued solicitations in coordination with Capital Programs staff, ensuring adherence to Board of Education, COMAR and applicable policies and standards;
  • Post all solicitation documents to the PGCPS website and other venues as required to maximize public notice to potential bidders;
  • Conduct pre-bid meetings and bid openings in coordination with Capital Programs staff;
  • Assemble all Requests for Information submitted by bidders, distributes requests to the appropriate Capital Programs staff and issue all official responses;
  • Issue all post-award notices, collect and maintain files with all required solicitation and contract documents;
  • Assist the Construction Procurement Supervisor in ensuring all proposed awards are submitted to the Board of Education and/or the Maryland Interagency Committee on Public School Construction for approval, as required;
  • Serve as the initial level of mediation of disputes regarding bid award and vendor performance;
  • Prepare vendor performance evaluation forms for all awarded services, assemble and analyze results from managing Capital Programs staff;
  • Provide construction related support services for construction projects, including the procurement of furniture, fixture and equipment in coordination with stakeholders;
  • Assist in the development and maintenance of contracting procedures, including the procurement manual and guidelines on preferred project delivery options;
  • Assists Construction Procurement Supervisor in adhering to Minority Business Enterprises goals in collaboration with the PGCPS MBE Office;
  • Develop and maintain relationships with local businesses interested in doing business with PGCPS;
  • Participate in department projects; recommend, contribute to process improvement initiatives; and
  • Perform other duties as assigned.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skills, and abilities required for this position :
  • Knowledge of contracting concepts and contract acquisition law and regulations as related to planning, design, and construction service
  • Ability to work independently and as part of a team on tasks with competing deadlines;
  • Strong communication and negotiation skill;
  • Experience with Microsoft Office;
  • Strong analytic skills with ability to interpret complex information and adapt it as needed;
  • Proficiency in time management skills required to manage and support diverse types of agreements and product areas.
  • Knowledge of construction contractors and vendors is preferred;
  • Experience using one or more of the following Unifier, SAP, Oracle or other ERP is preferred;
  • Familiarity with CMR, CMA, Design Build, JOC and other construction purchasing methodologies is preferred;
  • Experience with www.emarylandmarketplace.com is preferred; and
  • Knowledge of Maryland procurement law and state construction procurement law is preferred.


  • EDUCATION REQUIREMENTS:

    Bachelor's degree from an accredited college or university and a minimum of three (3) years of experience in procurement; or any equivalent combination of experience and training which provides the required knowledge skills and abilities.. A focus on construction-related procurement is preferred or any equivalent combination of experience and training that provides the required knowledge, skills and abilities to perform successfully in this position may be considered.

    No direct supervisory responsibilities.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

    WORKING ENVIRONMENT:

    The work is usually performed in an office setting although there are occasional visits to contractors/construction sites and PGCPS facilities to conduct fact-finding, pre-award surveys, reviews, and negotiations.
