Department Description:

Under the direction of the Director of Capital Programs the Construction Procurement Supervisor shall coordinate, manage, and execute activities related to acquisition of construction and construction related services in support of the PGCPS Capital Program. The incumbent is responsible for management of procurement and contracting activities including planning, developing, writing, issuing, advertising, and coordinating solicitations and contracts. Leads the proposal evaluation and vendor selection process, negotiates or participates in negotiations, tracks and maintains all related documents and records, and ensures regulatory compliance. The incumbent will ensure that contracts are executed in a timely fashion, and that such contracts comply with PGCPS, State of Maryland, and other applicable regulations and are in the best interest of PGCPS.

Salary Range: $73,979 - $133,332

Detailed Description:

To perform this job successfully, the incumbent must be able to perform each of the following essential duties satisfactorily.

  • Prepare/issue solicitations that utilize various procurement methods that include Request for Proposals (RFPs), Request for Quotations (RFQs) Invitations for Bids (IFBs), Task Orders, Cooperative Purchasing Agreements and JOC procurements.
  • Evaluate vendor/subcontractor proposals to identify vendors/subcontractors who meet project constraints of budget and schedule.
  • Supervise subordinate professional staff who performs related administrative and procurement, and/or contracting activities.
  • Serves as the primary point of contact during the solicitation process. Coordinates and/or participates in project site visits, as required.
  • Ensures the correct scope of work is being used during the solicitation process by coordinating and collecting the requirements for the specific construction project from Project Managers.
  • Prepare responses to Request for Information (RFIs) in coordination with the Project Manager.
  • Process contracts, purchase agreements and change orders.
  • Prepare, review, and within bounds set by the Board of Education and the CEO, execute business contracts for planning, design and construction services on behalf of the Department of Capital Programs. Acquisition of services is focused on, but not limited to, planning contracts, design contracts, construction contracts, and furniture, fixtures and equipment related to capital projects;
  • Analyze contract specifications, bids and proposals to ensure terms, conditions and provisions are legal and comply with PGCPS policy;
  • Draft, review, approve and negotiate diverse variety of contracts, contract amendments and extensions;
  • Facilitate and consolidate multiple sources of information into a comprehensive solicitation and resulting contract that reflects stakeholder input;
  • Coordinate with other offices within the Department of Capital Programs and other stakeholders to develop contracting procedures and procurement manual, including guidelines on preferred project delivery options.
  • Combine business and legal expertise to create innovative customized contract solutions to meet business objectives, including adapting or amending industry standard documents such as AIA documents to meet PGCPS needs;
  • Serve as department lead on MBE compliance, working with PGCPS' primary MBE office.
  • Evaluate and interpret contract compliance and advise the department on contractual rights and obligations, applying and recommending best practices;
  • Provide guidance on contractual terms, policies and procedures to organization, project managers and other staff, including training on contracting practices, procedures, and ethics;
  • Advise organization on business terms and conditions, including providing business risk analysis, and collaborate with the department to create contractual solutions;
  • Perform contract risk analysis;
  • Participate in department projects; recommend, contribute to and lead process improvement initiatives; and
  • Perform other duties as assigned.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skills, and abilities required for this position
  • Knowledge of contracting concepts and contract acquisition law and regulations as related to planning, design, and construction services;
  • Knowledge of AIA contracts, CMR, CMA and Task Order contracting forms and methodologies;
  • Strong communication and negotiation skills;
  • Broad knowledge of legal principles and procedures as they relate to contracts;
  • Strong analytic skills with ability to interpret complex information and adapt, as needed;
  • Proficiency in time management skills required to manage and support diverse types of agreements and product areas, and
  • Experience with Microsoft Software: Word, Excel, and Powerpoint;
  • Knowledge of construction contractors and vendors is preferred;
  • Experience using one or more of the following Unifier, SAP, Oracle or other ERP is preferred;
  • Familiarity with JOC purchasing methodology is preferred;
  • Experience with www.emarylandmarketplace.com preferred;
  • Knowledge of Maryland procurement law and state construction procurement law is preferred;
  • Experienced in setting up of a Functional Procurement Team/Department, establishing work-flows, operating procedures, and establishing job descriptions for the team members is preferred.

  • EDUCATION REQUIREMENTS:

    Bachelor's degree with at least five (5) years of contract management and procurement experience along with five (5) or more years' experience with large capital construction contracts, or any equivalent combination of experience and training that provides the required knowledge, skills and abilities to perform successfully in this position.

    SUPERVISORY RESPONSIBILITIES:

    Responsible for supervising approximately four staff members.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

    WORKING ENVIRONMENT:

    The work is usually performed in an office setting although there are occasional visits to contractors/construction sites and PGCPS schools to conduct fact-finding, pre-award surveys, reviews, and negotiations.
