The School District of Clayton is seeking an Assistant Superintendent of Human Resources beginning July 1, 2019. The Assistant Superintendent of Human Resources provides leadership for human resource activities to ensure high quality staffing and retention of District personnel. The position is responsible for the strategic planning and implementation of human resource programs to include professional and support staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and implementation of Board of Education policies in the area of human resources.
The successful candidate will:
Employment
Manage the recruitment and selection of teaching staff, administrators, office, and maintenance employees, maintaining open relationships with schools and institutions that provide applicants
Develop and implement a screening and selection process for all employees
Work with principals and central office administrators to project staffing needs and develop staffing plans
Ensure all teachers are highly qualified
Collaborate with the Superintendent and principals in renewal, non-renewal, and tenure decisions
Assist principals and supervisory personnel in conducting due-process procedures
Direct and monitor employee performance appraisals and ensure principals and supervisors have proper training
Provide information to teachers about teacher certification
Oversee the part-time temporary employment
Manage substitute teachers
Oversee the District volunteer program
Professional Learning
Work collaboratively in the planning and facilitating of new staff orientation and on-going support activities, including the mentor program
Collaboratively works with Assistant Superintendent of Teaching and Learning to plan professional learning for faculty
Organize support staff professional development, including ongoing technology training for support staff
Train and support District volunteers
Compensation and Benefits
Maintain salary market data based on market comparisons
Analyze wage and salary data and recommend effective compensation plans
Along with the Chief Financial Officer, serve as the District's representative in salary discussions
Administer leave benefit programs and monitor employee attendance
Administer the teacher salary schedule and service records
Oversee compliance with federal wage and overtime laws and ensure proper timekeeping for nonexempt personnel
Develop and implement procedures for salary administration and placement of new hires
Employee Relations
Promote collegiality, teamwork, and collaborative decision making among staff
Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them
Serve as the chairperson for the Professional Relations Committee
Provide guidance and counsel in employee relation matters
Monitor employee retention and turnover through analysis of data
Provide input in the development of Board and District policies and procedures, including federal and state mandates relating to employment
Advocate and provide professional learning opportunities to stakeholders as related to the job functions of this position
Budget/Records
Ensure programs are cost effective
Develop and monitor annual budgets for the department
Supervise personnel records management
Develop and maintain systems for retrieval of information in support of all programs
Compile, maintain, file and secure all physical and electronic reports, records, and other required documents
Human Resources Department
Hire, organize, and direct the work activities of the department staff
Evaluate job performance of department staff to ensure effectiveness
Provide training and development for department staff
Ensure department operations contribute to the attainment of District goals and objectives
Other
Collaborate with the Superintendent, Assistant Superintendent of Teaching and Learning, and the Assistant Superintendent of Student Services to provide direction to the District Leadership Council in developing PK-12 improvement processes that are congruent with one another and aligned to District goals
Attend board meetings regularly and make presentations to the Board of Education
Serve as District liaison and is actively involved in human resource organizations at the regional, state, and national levels
Perform other duties and responsibilities as requested by the Superintendent
Education: Master's Degree required. Doctorate preferred.
Certification: Missouri Administrative Certification required.
Experience: Minimum of 5 years administrative or supervisory job-related experience in public or private section organizations required. Experience in a PK-12 school setting strongly preferred.
