The Office of Capital Programs (OCP) is responsible for identifying and prioritizing capital work within the School District of Philadelphia. This includes maintaining the physical integrity of existing facilities, constructing new buildings, and renovating existing facilities to accommodate the educational needs of the District. OCP shares responsibility for the long term upkeep and replacement of critical building systems over 25.6 million square feet including 494 buildings, annexes, administrative buildings, and athletic fields.
OCP works closely to coordinate our work with staff from the Office of Facilities and Maintenance, Office of Environmental Management Services, Office of Real Property, and Office of General Counsel.
The basis for the budget for the Office of Capital Programs is the sale of bonds usually repayable with interest over 30 years. The capital budget is also the basis for the multiyear Capital Improvement Program (CIP). Projects are selected for inclusion in the CIP using building condition assessment reports, work order and deferred maintenance data, field maintenance employee input and the priorities identified in the Superintendent's strategic plan. Each year, OCP initiates a budget call process to solicit input from central office staff and building personnel for projects to be included in the capital budget.
Over the past ten years, our work has resulted in the following:
  • construction of 15 new school buildings
  • 14 building additions
  • 30 major renovation projects
  • 347 building system replacements and upgrades
  • 1825 upgrades of educational spaces at all grade levels; and
  • 37 athletic field upgrades and campus parks
OCP seeks talented individuals with extensive knowledge of the design and construction industry to join our team.
Job Summary
This is an administrative architectural position in the Office of Capital Programs of the School District of Philadelphia. The employee in this class is responsible for reviewing plans and specifications submitted by contracted consulting architects and engineers for renovations of large building systems, replacement of major equipment and new construction.
Daily work activities comprise three major areas:
(1) onsite field visits to various schools and administrative facilities to document existing conditions and draft project scope of work prior to the start of a capital project;
(2) leading a project team comprised of staff from Capital Programs, school personnel, and Facilities to review design documentation submitted by contracted consultants and provide comments at each submission, and
(3) provide support for in house design, calculations, or accident investigation to the Office of Maintenance when necessary. Work additionally involves managing requests for information with the consulting design firms when a project transitions from design to construction.
The project manager works closely with the Contracts Division for estimating support on capital projects, the Office of Environmental Management Services to coordinate design and remediation work, and the Financial Services Division to review and process invoices.
Essential Functions
  • Reviews architectural design documents, plans, specifications and other contract documents prepared by consulting architects and engineers for feasibility and adherence to School District standards; makes periodic inspections of project sites to review work in progress for conformance to plans and specifications.
  • Prepares applications for code variances and attends hearings; provides technical assistance to the School District's legal counsel; prepares and schedules advertisements for bids.
  • Writes technical reports, procedural memos and technical evaluation papers; prepares drawings, sketches and specifications for architectural projects as needed; reviews and approves invoices; arranges for, and assists in, the preparation of cost estimates.
  • Coordinates design concepts with PSD's professional engineers when applicable.
  • Coordinates the review of design concepts by the department, appropriate city agencies and contracted architects; meets with instructional personnel, administrators, and interested citizens groups to develop and explain design concepts.
  • Supervises the inspection of construction operations to insure compliance with all applicable codes and regulations; supervises the inspection and testing, either in laboratories, manufacturers' plants, or on job sites, of materials or equipment to be incorporated into structures.
  • Conducts punch lists and ensures receipt and accuracy of As-Builts.
Other Functions
  • Performs related work as required.
Minimum Requirements
  • Bachelor's degree from at an accredited college or university with major coursework in architecture or architectural engineering.
  • Five years of full-time, paid, high-level architectural experience.
  • PA professional architectural registration preferred but not required.
  • Experience managing large projects required.
  • Application knowledge of building codes is required.
  • Strong verbal and written communications skills.
  • All work experience related to the position must be included on the resume.
Knowledge, Skills and Abilities
  • Thorough knowledge of the principles and practices of the architectural design, design management, and construction means and methods.
  • Thorough knowledge of modern building construction methods and materials
  • Considerable knowledge of the principles and methods of administering complex phases of an architectural program.
  • Knowledge of educational facilities preferred.
  • Experience in the review of design and construction documents (design calculations, reports, drawings, specifications, cost estimates) for various project types.
  • Experience in field survey and preparing field reports.
  • Experience in the use of AutoCAD 2015 or higher preferred.
  • Proficiency in the use of Microsoft Office applications, Adobe PDF, Illustrator, Photoshop, Sketch-Up, and Microsoft Project.
  • Ability to write and modify design specifications.
  • Ability to inspect work under construction for compliance with specifications.
  • Ability to prepare technical memorandums, bid packets, project scope reports, change notices and other correspondence.
  • Ability to establish and maintain effective working relationships with associates, contractors, administrative officials and others.
  • Ability to work, plan, schedule and coordinate with school based staff, maintenance personnel, and other team members of capital programs to ensure minimum interruption to the educational process and the daily overall operations of the school.
  • Ability to express ideas effectively, both orally and in writing.
  • Ability to work both independently and within a team environment.
