Reports To: Assistant Superintendent of Teaching and Learning

Qualifications:
  • Master's Degree required, Doctoral Degree preferred, with specialization in education research and/or statistics
  • Experience designing and implementing educational research and evaluation projects in support of instruction initiatives and grant requirements, includes working knowledge of both quantitative and qualitative research and analysis tools
  • Ability to analyze student, personnel, finance, and program data to determine correlations and causality, and to clearly communicate findings in both written and oral format
  • Experience working with community members, parents, and teachers, content specialists, and staff to gather input and apply it appropriately to develop recommendations
  • Understanding of student assessment design, development, and implementation, and how to ensure these assessments are aligned to state standards
  • Experience using and analyzing results of a wide variety of student assessment tools, including state assessments, SAT/PSAT, and various other tools used in the education field
  • Demonstrated previous leadership experience

Performance Responsibilities:
  • Provide evaluation and data analysis services
    • Conduct evaluations of programs and initiatives operating in district schools
    • Serve as point of contact for schools, external agencies, and researchers for data inquiries
    • Assist staff in data interpretation (ad hoc and through scheduled sessions)
  • Conduct analyses and create corresponding district and school level reports to enable administrators at all levels of the district to make well-informed and timely decisions
  • Support schools under improvement
    • Provide professional development and technical assistance to administrators and staff in the area of data interpretation, data usage.
    • Monitor and support quarterly progress monitoring in schools under improvement
    • Contribute to regular district support sessions with schools in federal or local reform status
  • Collaborate with the Department of Teaching and Learning to direct, manage, and monitor district-wide formative and summative assessment administration, as well as the statewide high-stakes standardized testing process.
  • Produce assessment reports directly following all district-wide formative and summative test administrations
    • Analyze and distill formatively useful information from Smarter-Balanced, DCAS, Alt 1, i-Ready, and other assessments utilized in district schools
    • Prepare and disseminate district and school-level summary reports
  • Construct compliance and progress reports required by the State Department of Education
  • Develop, update, and monitor the district's improvement plan measures, targets, and trends
  • Collaborate with the Student Service Department to develop, maintain, and publish on-line graphic performance dashboards, including the Monthly Disciplinary/Disproportionality Dashboard, as well as District Survey Summary Reports and Secondary School Quarterly Progress Reports
  • Supervise external program evaluations
    • Contract for and monitor external evaluations, as needed
    • Disseminate external evaluation reports; arrange for presentations, as needed
  • Conduct internal surveys, including but not limited to the annual My Perspective Survey of teachers, parents, and students and the Senior Exit Survey.
    • Develop/revise and administer annual surveys
    • Analyze data and prepare district and school level reports
  • Supervise, monitor, and support the administration of state-sponsored/mandated surveys
  • Supervise research studies conducted in the school district
    • Review research proposals
    • Monitor implementation and track completion of approved studies
  • Produce regular reports on disciplinary and subgroup disproportionality trends as part of a district agreement with the Office of Civil Rights.
  • Carry out the semi-annual Civil Rights Data Collection and reporting process (US Dept. of Education)
  • Produce and present summary data and annual trends to the Christina Board of Education.
  • Serve on district teams as requested by Cabinet and District leadership.
  • Serve on data and accountability-relevant State Department of Education advisory committees.
