TITLE: Director of Finance (CSBO)
DEPARTMENT: Business EFFECTIVE DATE: 11/14/2018

POSITION SUMMARY

Responsible for managing the business operations of the District in order to maximize available resources and provide the best possible educational services in accordance with District objectives, budget, state and federal requirements.
ORGANIZATIONAL RELATIONSHIPS

Reports to: Superintendent Supervises: Staff members designated by the Superintendent

ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Supervises the management of the financial affairs of the schoolsAssumes responsibility for budget development and long-range financial planning.Monitors annual budget, cash flow, and revenues and communicates financial results to the Board of Education.Oversees the preparation and filing of the annual tax levy.Oversees the District purchasing function in order to ensure that supplies and services are procured in an economical and efficient manner within state and federal laws, including preparation for purchasing bids.Establishes and supervises a program of accounting adequate to record in detail all money and credit transactions.Supervises all accounting operations (investments, payroll, purchasing, and accounts payable).Oversees all activities associated with annual audit.Supervises the collection, safekeeping, and distribution of all funds.Manages the district's real estate and insurance programs (property/liability, workman's compensation, medical/dental cooperatives).Supervises the district's supporting services: building and grounds, transportation, purchasing, food services, and business services.Completes all necessary financial reports to Illinois State Board of Education (General State Aid, Pupil Transportation, grant quarterly reports, monthly Child Nutrition).Develops a facility expansion program and supervises plan construction.Administers a budget control system for the district.Acts as adviser to the Superintendent on all questions relating to the business and financial affairs of the district.Participates in the labor/management meetings including the negotiation process for employee organizations, employee interviews and financial modeling.Arranges for the internal auditing of school accounts.Interprets the financial concerns of the district to the community.Such other duties and responsibilities as assigned by the Superintendent.

EDUCATION AND EXPERIENCE
  • Illinois Type 75 Endorsement and Chief School Business Official or be a Certified Public Accountant.Minimum two years experience as a School Business Manager preferred.Master's Degree in Business Administration or related fields.

  • Knowledge of Generally Accepted Accounting Principles (GAAP)Knowledge of school budgets, bookkeeping methods, and food service programsKnowledge of processes involving invoicing, reconciliations and expendituresKnowledge of advanced budgeting and finance conceptsUnderstands funding sources and issues related to school construction, including bond ratings, rating process and bond election processes.Ability to manage multiple projects with competing levels of priority in a timely fashion and comprehensive completion.Ability to review and assess situations in swift, logical, process driven ways to insure viable and reasonable solutions.Ability to clearly and concisely communicate, in both written and verbal forms, content drive data to multiple constituencies in understandable terms.Ability to develop and maintain effective working relationships with students, staff and school community.Ability to operate a computer and various softwares (Word, Excel, etc.) to insure reporting methodologies that demonstrate statistical data in a user-friendly manner.Ability to perform all responsibilities with an awareness of all District requirements, applicable laws, and Board of Education policies.

Director of Finance (Chief School Business Official)

Minimum Qualifications Required to Apply:

The Director of Finance shall hold a valid Illinois Chief School Business Official Certification. The individual shall possess a Master's degree in business administrator or related field and three years of school business management experience. A Master's Degree is desirable. This individual will monitor, control, and revise District budgets; direct and monitor the District's revolving cash fund; assist Principals and budget committees in the development of individual budgets, control of expenditures and inter-related funds; coordinate the audit of District; direct the production and distribution of departmental financial reports. In addition, interpret District policies and administrative regulations regarding matters related to assigned duties; interpret school boundaries; direct the Maintenance and Operations and Facilities Department in resolving accounting issues related to school construction, remodeling and other building or financial issues.

Direct the activities and personnel of Fiscal Services, Budgeting, Food Nutrition Services, Maintenance and Operations Department, Transportation Services and Warehouse Services.

Skills Qualifications: Ability to train, supervise and evaluate the performance of assigned personnel. Read, interpret, apply and explain rules, regulations, policies and procedures, maintain records and prepare reports and communicate effectively both orally and in writing. Extensive knowledge of school finance and its accounting systems.
