DISTINGUISHING FEATURES OF THE CLASS
This is a highly responsible clerical position requiring a thorough knowledge of specific unit functions and/or supervising a number of employees engaged in this work. Incumbents are responsible for administering and supervising clerical operations. They frequently exercise independent judgment in planning and managing complex clerical activities and independently performing the more responsible and complex functions. Work is performed under general supervision in accordance with instructions regarding objectives, policies and procedures. Difficult technical or policy problem area referred to a supervisor for decisions or review of judgment if recommendations are made. Supervision may be exercised over subordinate clerical staff.

TYPICAL WORK ACTIVITIES
  • Plans, assigns and reviews clerical work and instructs employees in the details of specialized clerical work;
  • Maintains complex activity control records, schedules workloads and flow;
  • Coordinates the work with that of other units;
  • Maintains complex indexing, coding and filing systems;
  • Responds to inquiries from other units, agencies or the general public concerning the operations of the section;
  • Handles complaints and suggests solutions to problems;
  • Conducts correspondence and replies to telephone inquiries by providing the require data and information;
  • Provides advice to and assists superiors in coordinating work operations and procedures;
  • Recommends or initiates priorities for work assignments;
  • Reviews current clerical operations and procedures by direct observation and reviewing records and reports to determine work status and if changes or modifications are necessary;
  • Prepares reports recommending revision in procedures to improve operations;
  • Assists superiors in the preparation of budget information, compiling of statistics and solution of personnel problems and collection of data;
  • Supervises the maintenance of routine financial records not requiring specialized account-keeping training;
  • Performs related duties as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
  • Good knowledge of office management methods and practices;
  • Good knowledge of business arithmetic and English;
  • Basic knowledge of various types of office equipment and supplies;
  • Working knowledge of the principles of account-keeping;
  • Ability to plan, organize and supervise the work of others;
  • Ability to prepare narrative and statistical material in providing data and information to the public and agency administrators;
  • Ability to recognize below standard production and take appropriate remedial action;
  • Ability to deal effectively with people occasionally in stressful situations;
  • Physical condition commensurate with the demands of the position.

Applicants must have continuous and permanent status for one year in the Board of Education as an Account Clerk, Account Clerk-Typist, Account Clerk-Stenographer, Senior Typist, Senior Account Clerk, Senior Account Clerk-Typist, Elementary School Clerk, Senior Stenographer, School Clerk-Stenographer, Senior School Clerk-Stenographer;

Applicants must have continuous and permanent status for one year in the Buffalo Sewer Authority as an Account Clerk, Account Clerk-Typist, Senior Account Clerk-Typist, Senior Clerk, Senior Stenographer, Stenographic Secretary.
