PURPOSE OF JOB: Responsible for supporting departments and schools in negotiating and evaluating the contractual relationships between Kansas City Public Schools (KCPS) and its vendors, as required. This includes, but is not limited to the preparation and negotiation of contract terms and conditions, as approved by the legal department and in compliance with KCPS policies, administration of procurement lease and sales agreements, and assuring the successful completion of all contracts. Responsible for the development and monitoring of the District's MBE/WBE program.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following.

Manage all contracts to accomplish the goals and objectives established by the District including carrying out the District's MBE/WBE goals and policies.

Recommend contract terms and conditions and negotiate price to achieve the best economic advantage and service for KCPS.

Assures that all negotiated contracts are in compliance with KCPS policies and that the interest of KCPS is fully protected.

Administer all contractual provisions including the maintenance of records, processing of purchase orders and contractual agreements, monitoring funding allocations within total contract authorization, and the soliciting and evaluating of request for proposals and orders, with minimum direct supervision.

Participate in the preparation of requisitions, work statements and specifications to assure comprehensiveness and effectiveness and to assure the protection and best interests of KCPS.

Formulate, institute and administer operating procedures for KCPS and other vendor activities in accordance with established policy. Develop and recommend policy proposals related to assigned functions, for approval, with minimum supervision.

Analyze and evaluate facilities of KCPS vendors as required to assure that their physical facilities, technical competence, manpower availability and financial stability are adequate to effectively implement the requirements of KCPS.

Participate in KCPS budget planning, and coordinate all planned activities with the appropriate departments within KCPS with respect to programs and activities assigned to this position.

Assist in managing formal bids for requisitions, as assigned by Procurement Manager and in support of the Buyers, including the placement of bid advertisements, and oversee the preparation of the purchasing related to Board agenda items.

Assist the Procurement Manager on development and recommendations of Board policies and administrative procedures to intensify the operation and effectiveness of procurement functions within KCPS.

REQUIRED QUALIFICATIONS:

Bachelor's Degree in Business, Finance, or related fields

Minimum five years of purchasing experience with extensive and broad commodity knowledge with emphasis on contracts and strong negotiation skills.

Excellent oral and written communication skills

Familiar with the use of an automated purchasing system

Familiarity with construction procurement procedures

Ability to create and develop relationships with a variety of vendors

PREFERRED QUALIFICATIONS:

Master's Degree in Business, Finance, or related fields

Experience in MBE/WBE program development and management

TERMS OF EMPLOYMENT:Length of work year: 12 months (7.5 hours per day/5 days per week)
