  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desired Education: Master's degree in special education, reading, and/or related field.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
    Desired Experience: Expertise and experience in the development, implementation and assessment of educational programs for students with disabilities in the least restrictive environment (LRE).
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desired Knowledge: Foundational knowledge of IDEA and Chapter 60; instructional strategies and curriculum for students with disabilities; systems of support for evidence-based practices; foundations of special education programs, instructional materials, strategies, and methodologies; competency with the implementation of preschool and secondary transition services, planning and programs; procedures regarding the discipline of students with disabilities; instructional media and computers.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Desirable Skills/Abilities: Develop and implement training plans; adapt training principles to the learning situation; conduct in-service training applicable to special education and related services; cope effectively with crisis situations and proactively problem-solve challenges; coordinate and collaborate with school and district level staff; proficient in statewide databases documenting IDEA requirements; organize and prioritize work load assignments.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Educational Specialist III of the Monitoring and Compliance Office, the Institutional Analyst II:
    1. Provides oversight and monitoring of federal and state mandates related to provisions of the Individuals with Disabilities Education Improvement Act of 2004 (IDEA) and the Hawaii Administrative Rules for students with disabilities.
    2. Organizes and prepares necessary reports, correspondence and other communication, which includes data collection, budget requests, project proposals, operational expenditure plans and fiscal accounting.
    3. Provides leadership to facilitate the development, refinement, and implementation of rules, guidelines, procedures and reports relative to areas of programmatic oversight in special education.
    4. Provides leadership in working collaboratively with other state agencies and organizations in developing a range of programmatic options.
    5. Provides training, guidance and assistance to offices, districts, complexes and schools in the implementation of program functions to support students with disabilities.
    6. Disseminates and shares resources and current research with district, complex area and school level personnel relative to areas of programmatic oversight in special education.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
