  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL SPECIALIST II
    Training: Graduation from an accredited college or university with a master's degree in education with specialization a subject field appropriate to the area or areas of assignment.
    Education Equivalence: Bachelor's degree from an accredited college or university or valid certificate/license/professional diploma in education plus two (2) additional years of relevant experience in the subject field appropriate to the area of assignment.
    Desired Education: Master's degree in special education or related field.
    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and (2) years in curriculum or program planning, as appropriate.
    Desired Experience: Two (2) years of experience in teaching in an inclusion setting and administrative experience at the school (principal or VP) level.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desired Knowledge: Instructional strategies and curriculum for students with disabilities; determination of the least restrictive environments (LRE) and appropriate supports for students (accommodations and modifications) and school personnel when determining placement options; foundations of education programs, instructional materials, strategies, and methodologies for students with disabilities; data review and analysis.
    Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze, and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
    Desired Skills/Abilities: Provide guidance, supervision, and direction in the areas of assignment; demonstrate behaviors which indicate the timely use of critical thinking skills for effective decision-making; communicate clearly and purposefully to all types of audiences regarding the appropriate implementation of regulations, procedures and guidelines relating to programs, projects or initiatives dealing with special education; analyze data (spreadsheets and formulas); develop and implement online resources using appropriate tools (such as Sharepoint, podcasts, VoiceThread, website authoring, Blackboard Collaborate, webinars, and Google Applications); organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Educational Specialist III of the Special Education Section, the Educational Specialist II:
    1. Provides leadership to facilitate the development, refinement, and implementation of rules, guidelines, procedures and reports relative to areas of programmatic oversight in special education.
    2. Provides training, guidance, and technical assistance to offices, districts, complexes, and schools in the implementation of program functions to support students with disabilities. Uses professional development methods and practices that have evidence of effectiveness and are intended to change participant?s practice in his/her field.
    3. Works collaboratively with other state agencies and organizations in developing a range of programmatic options. Provides oversight and monitoring of federal and state mandates.
    4. Uses a staffing methodology to allocate positions to districts and/or complex areas and provides guidance and support to clerical and professional staff in credentialing contract providers in a timely manner.
    5. Furnishes and prepares budget, reports and legislative testimonies in areas of program functions.
    6. Disseminates and shares resources and current research with complex area and school level personnel relative to areas of program oversight.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
