  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL SPECIALIST II
    Training: Graduation from an accredited college or university with a master's degree in education with specialization a subject field appropriate to the area or areas of assignment.
    Desired Education: Master's degree in educational administration/leadership or curriculum and instruction.
    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and (2) years in curriculum or program planning, as appropriate.
    Experience Equivalence: Six (6) years of experience in education with four (4) years in a profession related to teaching and two (2) years in school administration or responsible work at the complex/district levels.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desired Knowledge: Educational leadership and administration; assessment and evaluation; student support services and programs; principles of research; standards-based education.
    Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
    Desired Skills/Abilities: Provide guidance, supervision, and direction in the areas of assignment; collaborate effectively with others; operate multimedia equipment and other technologies; facilitate and engage others in problem-solving and decision-making processes; effectively work with stakeholders within the Department and the community; manage transitions impacting the Department.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Program Support Developmental Specialist III of the School Health Section, the Educational Specialist II:
    1. Provides leadership to facilitate the development, refinement, and implementation of policies, rules, guidelines, and procedures related to the areas of programmatic oversight.
    2. Provides technical assistance and consultative guidance to state, district, complex, and school personnel in the implementation of Home-Hospital Instruction and School Health Programs.
    3. Works collaboratively with other State agencies, organizations and constituent groups in developing and providing a range of programmatic options that serve students, families, and schools. Serves as an active member on DOE cross functional teams related to the areas of programmatic oversight.
    4. Keeps abreast of current and significant research and resources to disseminate and communicate information in various formats and provide training as needed for district, complex area, and school-level personnel related to areas of program oversight.
    5. Prepares program plans, annual performance reports, contracts, memorandums of agreement or understanding, legislative testimonies, memos, and other documents as required, including correspondence in answer to specific questions within areas of responsibility. Assures adherence to meeting deliverable expectations.
    6. Manages budget, allocates funds to districts, and monitors appropriate use of program funds.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
