REPORTS TO: Red Clay Consolidated School District Board of Education

PRIMARY FUNCTIONS:

Lead the District's instructional programs and strategic planning for instructional practices and programming that will produce increased student achievement; direct and oversee curriculum, instructional design and implementation strategies, as well as assessment to increase student achievement across a diverse population of students. Demonstrated knowledge of, and successful experience in, sound fiscal practices and equitable management of district resources. Oversee more than 2,300 full-time employees, including 1,300 teachers serving more than 16,000 students in 15 elementary schools, six middle schools, five high schools and two special education schools located in urban and suburban locations.

QUALIFICATIONS:
  • Possess, or qualify for, State of Delaware School Leader II Certification or a Superintendent/Assistant Superintendent Certification.
  • Relevant Master's Degree (as required by certification); an earned doctorate preferred.
  • Minimum of nine years full-time combined public education experience that must include at least five years teaching experience and a minimum of two years experience each as a building leader and a district-level administrator; experience in Delaware public schools required.
  • Working knowledge of Delaware's public education system laws, regulations, and budget practices preferred.
  • Documented success as an instructional leader with a proven record for improving student achievement at every level; advocate for continuing professional development at every level.
  • Demonstrated knowledge of curriculum development, instructional practices, and program evaluation for meeting the needs of a diverse student population.
  • Knowledge and experience in innovative program design and evaluation.
  • Excellent communication and interpersonal skills with the ability to work collaboratively within diverse stakeholder groups; District advocate with all relevant constituencies, elected officials, and the larger community.

PERFORMANCE RESPONSIBILITIES:
  • Serve as chief administrative officer of the District and Executive Secretary of the Board of Education; responsible for the daily administration of the District; provide leadership in working with parents and/or all relevant constituencies within or outside the District.
  • Formulate vision and provide strategic direction for all District administrative and instructional activities; supervise directly or through delegation, all activities of the school system in an ethical manner and in accordance with the policies of the Board.
  • Develop educational goals and objectives for the District.
  • Prepare and deliver written and oral presentations to the Board of Education, District personnel, parents and community groups; prepare relevant statutory reports and recommendations.
  • Work with District administrators and building leaders to define performance expectations and evaluate the performance of principals.
  • Prepare and submit a recommended annual budget to the Board; monitor and evaluate budgets and grants.
  • Establish District instructional and financial priorities; collaborate with District departments to utilize various funding sources to maximize learning opportunities for students.
  • Work collaboratively with the Delaware Department of Education, elected officials at every level, and other education and business leaders on initiatives and development activities related to District vision and goals.

APPLICANT SCREENING PROCESS AND ANTICIPATED TIMELINE:

Review of applications will begin immediately after the posting closes on November 25, 2018. All applications will be evaluated by a three-person panel of subject-matter experts (SMEs) familiar with district-level public education administration. Based on the SME assessments, a sub-set of applicants will be invited to make public presentations on a relevant topic at District-sponsored meetings. The Board expects to interview finalists and will select the new superintendent by mid-February, 2019. An appointment date will be set by mutual agreement.

MISCELLANEOUS CONDITIONS OF EMPLOYMENT:

Employment is conditional upon receipt of an acceptable criminal background report and a child abuse registry check showing you are not on the registry at any level.
State of Delaware requires new employees to be paid by direct deposit and to be part of a lag payroll system as a condition of employment.
