Job Summary
The Supervisor, Planning and Design is responsible for coordinating, identifying, and prioritizing short and long-term capital requirements to meet educational and operational goals throughout the Anchorage School District. This position supervises project managers through the planning and design phases of capital projects and validates plans and designs for projects valued in the tens of millions of dollars annually. This position also manages and oversees ASD's Facility Condition Assessment Program (FCAP) and design program and is the subject matter expert on educational specifications, design/program capacities, and alternative project delivery methods. This position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:

1. A bachelor's degree or higher in architecture or engineering from an accredited college or university.At least ten years of experience leading teams and managing minor/major design and construction projects.At least five years of experience with capital planning involving coordinating, identifying, and prioritizing short and long-term capital requirements with internal and external departments.Familiarity with the Alaska Department of Education and Early Development (DEED) specifications, regulations, and procedures that address school funding, design, and construction.Familiarity with determining school capacities and analyzing facility requirements related to educational program delivery, zoning, and demographic projections.Knowledge of architectural, civil, structural, electrical, and mechanical system designs and construction methods.Knowledge of current building codes, the American with Disabilities Act, asbestos/lead regulations and other local, state, and federal laws and regulations related to construction.Ability to generate technical documentation and general correspondence on behalf of ASD.Working knowledge of design and construction contracts, negotiations, claim analysis, project financial reporting, and recordkeeping.Ability to plan, organize, coordinate, and facilitate multiple project and planning activities.Ability to coordinate conceptual planning and design efforts and provide estimates for construction projects.Excellent collaboration, public speaking, and presentation skills. May present information to open/public forums and represent ASD on highly visible projects.Ability to monitor, control, and report multiple project development phases.Ability to establish and maintain productive working relationships with community partners, all levels of management, and other ASD staff.

The following are preferred:

1. Current registration as an architect.Educational facilities planning certification.Professional certificate in facilities management.Project Management Professional (PMP) certification.Leadership in Energy and Environmental Design (LEED) certification.Familiarity with facility condition assessment programs and procedures.

Essential Job Functions

1. Plans, organizes, and directs planning and design work activities.Supervises and develops design and planning staff, plans reviewer, temporary employees, and interns. Validates capital project plans and designs.Effectively transitions validated project plans and designs to the construction supervisor for project execution.Leads and directs multi-functional teams in complex and comprehensive negotiations with external government and non-government entities as they relate to the district use of, disposal of, or disposition of ASD real property.Acts as subject matter expert on ASD educational/master specifications. Coordinates supplemental educational specification variations on a case-by-case basis.Develops and maintains ASD design standards. Ensures capital projects meet educational and building standards.Manages the district's Facility Condition Assessment Program (FCAP). Utilizes the FCAP and maintenance historical data to determine short and long term capital requirements.Coordinates and develops ASD's short and long-term capital improvement plans.Provides design firms current information on ASD specifications, facility conditions, and educational program deficiencies.Oversees planning and design contracts and conducts design charrettes to develop project scope with engineer of record, design committees, and other key stakeholders. Coordinates drawing, specification, and constructability reviews to assure project meets ASD requirements and can be completed on time and on budget with minimal disruption.Works closely with ASD administrators, curriculum committees, department heads, the Operations and Maintenance Departments, and other stakeholders to identify all project requirements throughout the design development process.Develops requests for proposals (RFP) for professional design services, evaluates proposals, manages selection process, and negotiates the contract for services.Provides architects and engineers with clear and consistent direction with regard to goals, objectives, standards, scope, schedule, and budget.Completes progress reports and other required reports and records as needed.Reviews materials, methods, and systems for use in ASD construction. Investigates new construction methods and procedures and evaluates their suitability.Utilizes decision-making models to analyze full life-cycle costing and returns on investment, and enhances sustainability strategies.Performs project inspections as requested and coordinates plan reviews with the Platting, Planning, and Zoning Committee and the Urban Design Committee.Along with the construction supervisor, counsels and evaluates assigned project managers.Along with the construction supervisor, effectively tracks and manages employee hours against specific projects.Oversees formal evaluation of architects and engineers and customer service programs.Oversees the Design Quality Management Program; reviews/approves changes, manages and reports the status of key performance indicators.Develops continuing education opportunities for self and staff.

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.
