Job Summary
The Senior Director of Transportation Services is responsible for the management of student transportation operation in the Anchorage School District, including both ASD-operated and contracted bus services and the ASD Vehicle Maintenance Department. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A bachelor's degree in business or public administration, transportation management, logistics, or a related field. Equivalent experience may be considered in lieu of the degree requirement.Ability to direct the actions of others and maintain effective working relationships with bus drivers, parents, school officials, and the general public.Strong knowledge of Microsoft Excel, Access, Word, PowerPoint, and Outlook.

The following are preferred:
  1. A minimum of five years of experience managing a large school transportation operation.A NAPT Certified Director of Transportation or NAPT Certified Supervisor of Transportation certification.Knowledge of Federal Motor Vehicle Safety Standards (FMVSS) as well as experience with National School Transportation Specifications and Procedures and best practices for school transportation.Knowledge of laws and regulations regarding the transportation of students with disabilities, such as IDEA, LRE, and Section 504.Knowledge of principles and practices of administration, supervision, and training.Strong leadership, conflict resolution, and interpersonal skills using tact, patience, and courtesy.

Essential Job Functions
  1. Directs and monitors the Vehicle Maintenance Department. Oversees a comprehensive program for vehicle maintenance, including estimating vehicle needs, preparing cost estimates, and approving vehicle specifications.Manages and directs the activities of the employees of the Transportation Department. Makes routine employment decisions by setting goals, monitoring performance, and taking appropriate follow-up actions.Participates in the development of the Transportation Services budget. Monitors and controls expenditures accordingly.Monitors Anchorage School District compliance with federal and state regulations as well as ASD standards relating to pupil transportation. Recommends policies and procedures and initiates corrective action as needed to ensure operation of a safe and efficient Transportation Department.Develops and recommends contract specifications for school bus services. Evaluates bids, recommends awards, and assures compliance with contract specifications.Plans, organizes, directs, and coordinates the dispatch, operation, inspection, and storage of school buses as well as maintenance and repair of school buses and other ASD vehicles.Meets with appropriate ASD and school-level personnel to assess short and long range transportation needs. Coordinates services with instructional programs.Directs, reviews, and participates in studies to analyze and evaluate needs and services. Evaluates amount and type of equipment, supplies, and human resources, feasibility and cost effectiveness, and other aspects of management.Participates in boundary planning and confers with executive directors and Demographics to forecast student transportation needs. Establishes the most efficient and effective plans to meet those needs.Actively seeks out and implements ways to improve the efficiency, cost effectiveness, and quality of operations.Identifies the need for major capital items such as terminal site, facility improvements, and software packages, and identifies acceptable solutions.Meets with and addresses or advises a variety of groups, including employees, school administrators, officials of public agencies, community organizations, contractors, and the public regarding school transportation problems and policies.Develops and maintains emergency response procedures for accidents, incidents, and student evacuations. Responds to emergency situations as necessary.Represents ASD on various community and school transportation advisory committees. Chairs the district's Hazardous Transportation Committee.Establishes and maintains effective and collaborative labor and management relationships. Represents the department in labor negotiations.Establishes and maintains productive working relationships with others.Attends and conducts a variety of meetings as assigned. Establishes and maintains relations/membership with local, state, and federal agencies and associations to remain current on programs and issues that affect Transportation Services.Prepares departmental documents, memorandums, reports, and Anchorage School Board memorandums related to the Transportation Department as required.Advises the Chief Operating Officer on weather and road conditions and makes recommendations as to whether to close schools during inclement weather.Develops and maintains a strong safety culture. Monitors accidents/incidents and revises training based on safety performance.Supports schools with transportation and parking lot safety related issues.

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.
