The Director of Employee Relations reports to the Chief Human Resources Officer and is responsible for any and all work aligned to employee and labor relations functions, as well as other issues of compliance. Primary responsibilities of this position include managing the critical incident process, conducting due process hearings, the issuance of employee discipline, investigating and responding to internal and external complaints of discrimination or harassment pursuant to District policies, supporting the handling of EEOC/PHR cases and employment litigation by outside counsel, and overseeing the Employee Assistance Program (EAP).

The Director serves as a liaison between the District and its employee unions and bargaining units, including but not limited to, managing the grievance process. S/he works cross-functionally with the Talent Management and Performance Management teams, overseeing the review and updating of employee clearances, and providing support to ensure that all staffing is compliant with Board policy as well as collective bargaining agreements. The Director will support Principals and other supervisors throughout the district by developing the skills, knowledge, and mindsets to effectively and proactively manage staff to avoid and resolve employee incidents, disputes, and litigation.

Salary:
Support Administrator Salary Schedule, Level 4 (starting at $91, 627 annually)

Qualifications:
- Advanced degree in School and/or Employment Law, Human Resources Management, Business Administration, or other relevant area is required; Juris Doctorate preferred.

-Experience serving in a leadership and/or supervisory capacity preferred.

-Experience overseeing grievance and/or EEO hearings, arbitration hearings, and conducting employee investigations are strongly preferred.

- Knowledge of federal and state employment laws and policies is required.

- Must be able to work effectively in crisis situations.

- Strong oral and written communication skills, including the writing of reports and briefs is required.

- Must able to work individually, as well as part of a team.

- Must be organized and be able to use relevant operating systems, as well as possess a willingness to learn new technologies and to improve processes and procedures.

Essential Job Functions:
1. Oversees the employee relations team, responsible for functions such as employee incidents, grievance processing, contract administration, intensive support oversight, leaves of absence, employee clearances, ADA, Unemployment Compensation, certification management, tenure tracking, and Act 48 compliance.

2. Handles critical incident investigations, issues employee discipline and responds to emergencies, making recommendations based upon investigation.

3. Coordinates activities associated with discrimination and harassment claims.

4. Functions as the Title IX Coordinator for the District, and serves as a compliance advisor to all offices of the District.

5. Provides training to all employees related to the District's harassment and human relations policies.

6. Provides training to employees related to conflict resolution, supervisory skills, and mediation.

7. Provides training to school administrators and department leaders regarding discipline and attendance policies.

8. Represents the District at various external agency proceedings by attending hearings and trials.

9. Manages the intake and investigation of internal complaints and external charges.

10. Assists internal and external counsel with preparation for legal proceedings.

11. Oversees the review of employee ADA accommodation requests.

12. Conducts due process meetings, carefully documenting and providing guidance in the issuance of discipline.

13. Attends or identifies delegates to represent the district in Unemployment Compensation hearings.

14. Represents the Employee Relations team in HR Leadership Team meetings.

15. Oversees an Employee Wellness program, developing and supporting impactful initiatives.

16. Works with healthcare providers to arrange wellness opportunities for employees.

17. Organizes the annual flu shot clinic and open enrollment fair.

18. Other responsibilities as assigned by Chief Human Resources Officer.
