DIRECTOR OF FACILITIES AND PLANNING
JOB DESCRIPTION

QUALIFICATIONS:
(1) Bachelor's degree from an accredited educational institution.
(2) Major course of study in management, public administration, facilities and construction
or allied field preferred.
(3) Five (5) years of experience in construction, facility maintenance or associated functions
that include supervision of people, processes and budgets.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of safe engineering/construction practices including 6A-2 requirements and Chapter
468 F.S., pertaining to maintenance and construction. Ability to communicate orally and in
writing. Ability to plan, manage and supervise. Knowledge of OSHA and EPA requirements.
Ability to provide leadership and management essential to position.

Executive Director for Operational Services

JOB GOAL
To provide a safe, clean, well maintained environment to support the
teaching/learning process and to construct or renovate facilities as needed.

SUPERVISES:
Maintenance Manager
Operations Manager
Construction Manager

PERFORMANCE RESPONSIBILITIES:

Service Delivery
* (1) Direct and supervise the operation of assigned departments.
* (2) Develop and oversee an annual budget for facilities, construction, maintenance,
environmental compliance and allied functions to the departments supervised.
* (3) Ensure coordination in the planning and operation of departments supervised and also
ensure coordination with schools and other district functions.
* (4) Develop and coordinate short- and long-range plans for School Board facility needs.
* (5) Coordinate and supervise alterations and remodeling of district facilities.
* (6) Serve as Superintendent's and School Board's representative with respect to new
construction under contract and work with architects and engineers in developing
specifications for construction and maintenance, as well as selection of construction
materials.
* (7) Ensure compliance with state statutes, rules, regulations and School Board policy with
respect to departments and functions supervised.

* (8) Participate in the interview, selection and evaluation of directors, managers and key
personnel of the departments supervised.
Inter/Intra-Agency Communication and Delivery
* (9) Interact with parents, outside agencies, businesses and the community to enhance the
understanding of district initiatives and priorities and to elicit support and assistance.
*(10) Respond to inquiries and concerns in a timely manner.
*(11) Keep supervisor informed of potential problems or unusual events.
*(12) Serve on district, state or community councils or committees as assigned or appropriate.
*(13) Provide oversight and direction for cooperative planning with other agencies.
*(14) Assist in the interpretation of programs, philosophy and policies of the district to staff,
students, parents and the community.
*(15) Work closely with district and school staffs to support school improvement initiatives
and processes.
Professional Growth and Improvement
*(16) Maintain a network of peer contacts through professional organizations.
*(17) Keep informed and disseminate information about current research, trends and best
practices in area of responsibility.
*(18) Maintain expertise in assigned areas to fulfill project goals and objectives.
*(19) Facilitate the development, implementation and evaluation of staff development
activities in assigned areas.
*(20) Attend training sessions, conferences and workshops as assigned or appropriate to keep
abreast of current practices, programs and legal issues.
Systemic Functions
*(21) Participate with principals and others on matters related to contract procedures, disputes
or disciplinary problems involving union support personnel.
*(22) Plan for general and specialized training to enhance the ability of employees and
departments to serve the Martin County School District.
*(23) Represent the district in a positive and professional manner.
*(24) Supervise assigned personnel, conduct annual performance appraisals and make
recommendations for appropriate employment actions.
*(25) Prepare or assist in the preparation of all required reports and maintain all appropriate
records.
*(26) Develop annual goals and objectives consistent with and in support of district goals and
priorities.
*(27) Must be available/present during all emergency situations.
(28) Perform other duties as assigned.

*(29) Provide leadership and direction for assigned areas of responsibility.
*(30) Provide leadership and guidance in the development of annual goals and objectives for
assigned department or program.
*(31) Assist in implementing the district's goals and strategic commitment.
*(32) Exercise proactive leadership in promoting the vision and mission of the district.
*(33) Set high standards and expectations and promote professional growth for self and others.
*(34) Utilize appropriate strategies and problem-solving tools to make decisions regarding
planning, utilization of funds, delivery of services and evaluation of services provided.
*(35) Demonstrate initiative in identifying potential problems or opportunities for

PHYSICAL REQUIREMENTS:
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as
