   License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Three years of experience in the administration of federal and/or state programs or a related field required. Five years of successful teaching experience in an instructional leadership role and/or administrative experience preferred.

Skills Qualifications: Ability to develop programs, plans, and teams to implement the district's mission, vision, and the Board Theory of Action for student achievement; ability to work successfully with colleagues; exceptional ability to communicate in an effective manner; ability to project and generate positive attitudes; proficiency in interpreting federal law and state Board of Education rules; and ability to analyze existing processes and identify areas for improvement.

Primary Responsibilities: Direct the development, revision, implementation, and improvement of a cohesive instructional program for students, parents, and staff served by the district through the support of Title I and Title IV.

1. Maintain an in-depth knowledge and understanding of federal programs compliance mandates as written in the Elementary and Secondary Education Act (ESEA) (amended by Every Student Succeeds Act (ESSA)) and guidelines from federal and state education agencies.
a. Collaborate with other district leaders on the Consolidated LEA Improvement Plan (CLIP) for federal funding.
b. Provide accurate and timely information regarding the system's eligibility to operate Title I and Title IV programs.
b. Ensure compliance with federal law as it relates to Title I and Title IV.
c. Develop the district's Family and Community Engagement Plan which must be updated annually to reflect the district's goals.
d. Work collaboratively with schools to effectively implement compliant programs, through support to ensure student success.
e. Oversee process to ensure equitable services for participating private schools.

2. Develop and manage budgets for Title I and Title IV.
a. Ensure the federal budgets mirrors the needs assessment described in the CLIP.
b. Develop the district's Title I and Title IV budgets in compliance with all state and federal requirements in such a manner as to support the local school's improvement plans while being aligned to the district's strategic plan.
c. Oversee additional budgets as assigned by the state for Title I.
d. Review budgets to ensure alignment with local school plans and compliance with federal guidelines.
e. Approve expenditures and monitor budgets with Financial Operations Department.

3. Work collaboratively across divisions and departments to ensure compliance of all ESSA requirements.
a. Ensure that federally funded personnel are supplemental by collaborating with the Human Resources and Talent Management Division.
b. Ensure that all strategies implemented with federal funds are evidenced based and have been vetted with the Curriculum and Instructional Support Division.
c. Develop a process for capturing time and effort of all federally funded personnel across divisions.

4. Coordinate the collaborative development of effective local school improvement plans to ensure alignment with ESSA requirements while improving student achievement.
a. Provide technical assistance to the local schools in the development of local school plans through a support team of Coordinators and Program Specialists.
b. Lead staff development for school leaders in implementing effective Title I programs.
c. Ensure that all school improvement plans are compliant with federal and state guidelines.
d. Coordinate all efforts with the team and numerous internal departments and outside agencies to effectively promote federal program initiatives.

5. Communicate with parents and the community regarding ESSA requirements.
a. Communicate an understanding of Title I accountability, based on Georgia Department of Education (GaDOE) guidelines for engaging parents and the community.
b. Ensure an understanding of the CCRPI reports for each Title I school.
c. Facilitate local school communication to parents and the community as it relates to all federal programs.
d. Communicate with professional leadership teams at local schools (Title and non-title) and with other internal departments regarding Title I programs and parent involvement.
e. Ensure that appropriate transition programs are in place for each level.

6. Communicate and collaborate with the necessary outside agencies and internal departments to support students who are private school students, homeless, Pre-K, neglected, or migrant.
a. Conduct site visits to all eligible needy and neglected institutions who have GCPS students in their care.
b. Ensure annual letters are sent to private schools who educate students who reside within the school district's boundaries.
c. Work directly with the district's Homeless Liaison to ensure appropriate immediate academic services are provided for homeless students.
d. Identify students enrolled in state Pre-K programs who will transition to Title I schools and ensure the families receive services to promote smooth transition into the district's Title I elementary schools.

7. Support schools' efforts to implement effective high quality federal programs.
a. Support schools' efforts to implement effective Title I programs through the innovative use of Title I budget to fund additional personnel.
b. Oversee appropriate staff development funded through Title I and Title IV.

8. Execute directives required of the Department of Federal and Special Programs by the Division of School Improvement and Operations.
a. Complete the Results-Based Evaluation System (RSES) and other evaluation tools to assure accountability and alignment of office direction with the department, division, and district's strategic direction.

9. Perform other duties as assigned.
