  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term probationary vice appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desired Education: Bachelor's degree in education and/or coursework in educational research and evaluation.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in and education program, agency or system.
    Desirable Experience: Teaching, conducting research, or program evaluation.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desired Knowledge: Instructional media and computers; design and evaluation procedures; foundations of American education; tests and measurement.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Desired Skills/Abilities: Provide leadership, planning, and coordination in the areas of responsibility; develop, analyze, and evaluate plans, programs, and procedures; work with and make presentations to individuals and groups; prepare, review, and edit various documents; create charts, graphs, spreadsheets, and databases, and conduct statistical analyses; develop specifications for program and project plans, contracts, staffing, and other resources.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Institutional Analyst III of the Policy, Innovation, Planning and Evaluation Section, the Institutional Analyst II:
    1. Plans, develops, and implements planning and evaluation strategies and procedures for educational programs or projects, including but not limited to implementation of the Strategic Plan. This may include: clarifying and defining objectives, as required; developing and executing data collection and analysis plans for evaluation projects, in consultation with the Data Governance and Analysis Branch; and compiling, analyzing, interpreting, and presenting data for the projects assigned.
    2. Designs, develops, and implements data collection instruments, including but not limited to surveys, interview schedules, and forms. Develops and presents reports for general and stakeholder audiences based on program evaluations and analyses.
    3. Supports PIPE's general mission by supporting cross-office projects, cultivating partnerships with external stakeholders and organizations, and facilitating planning meetings. Assists with policy and innovation. Develops creative solutions to program implementation challenges, and preparing memos, presentations, briefing materials, and reports to communicate and summarize findings and recommendations to appropriate audiences. Provides project or program management, as required.
    4. Assists in planning, establishing, and revising procedures and metric criteria to monitor institutional performance against the goals, targets, and objectives in the State Strategic Plan. Assists in updating, maintaining, and reporting metrics that are routinely tracked.
    5. Assists in managing the Department's internal performance management routines. Assists in review of programs and the development of progress monitoring routines for programs, as required.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
