SUMMARY

Under general supervision, performs program evaluation for MPS to include analysis of program and organizational effectiveness on comprehensive school reform efforts and other school change initiatives and interventions; conducts training in data-based decision-making.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Conducts program evaluations for Minneapolis Public Schools, including developing first draft of a variety of survey instruments to gather the necessary data; interviewing District staff or others as appropriate; conducting focus groups and performing systematic observations; collecting, coding and preparing data for analysis and analyzing both the qualitative and quantitative data gathered; developing summaries of the analysis; making recommendations and related activities.
  • Makes presentations of evaluation results to District staff and others as appropriate; follow-up with staff to assure that they know how to interpret and use the evaluation results.
  • Supports leadership in developing efficient systems to meet reporting requirements; seek input from stakeholders and revise systems as necessary.
  • Conducts educational research; review and summarize extant literature on particular topics.
  • Assists other department staff with completing requests for evaluation data from the central office, individual schools, external evaluators and/or others.
  • Works with individual schools to design, support and expand their evaluation efforts as well as with central office staff on their evaluation efforts.
  • Compiles, evaluates and analyzes information, and interprets impact of report results.
  • Maintains data infrastructure for performance information and achievement indices.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis

MINIMUM QUALIFICATIONS

  • Master's Degree in Public Policy, Statistics, Educational Research, Measurement and Evaluation, or related field, or related field; AND
  • One (1) year of professional program evaluation experience; or an equivalent combination of education, training and experience as determined by Human Resources.
  • Knowledge of:
    • State and Federal laws and regulatory issues governing school Programs in public education, including rules and regulations of the Minnesota Department of Education and other governing agencies.
    • Cultural, racial, and linguistic diversity of program stakeholders and considerable ability to work effectively in the cultural context of programmatic offerings and with MPS staff representing diverse cultural and ethnic backgrounds.
    • Program evaluation theory and methods including quantitative and qualitative evaluation.
    • Statistics, research methods, and quantitative and qualitative research standards.
    • Statistical software packages, databases, spreadsheets, and other computer programs to manage large data files and translate quantitative data into information useful for planning, evaluation, and other decision-making purposes.
    • Advanced mathematical principles as applied to quantitative research and evaluation projects.
    • Specialized MPS and state agency software applications and procedures.
    • Principles of record keeping, records management, and management of confidential records.
  • Skill in:
    • Determining and solving problems of a complex nature.
    • Meeting multiple deadlines, prioritizing work and responding to changing priorities.
    • Using quantitative and qualitative software programs to conduct data analysis
    • Working with large data files.
    • Interpreting, and applying state and Federal statutes, codes, rules, and regulations.
    • Researching, collecting, analyzing, and preparing data and generating reports.
    • Providing effective customer service, and dealing tactfully and courteously with the public.
    • Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies.
    • Operating a personal computer utilizing specialized presentation and graphics software.
    • Communicating effectively verbally and in writing

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Driver's License may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
