HUMAN RESOURCES TECHNICIAN
JOB DESCRIPTION

QUALIFICATIONS:
(1) Bachelor degree required with coursework in human resource management or a related field
Preferred, or five (5) years of experience in Personnel/Human Resources.
(2) Successful teaching or human resources experience.
(3) Knowledge of personnel policies and procedures.
(4) Ability to provide leadership to projects and assigned functional areas.
(5) Demonstrated ability to communicate effectively with diverse groups, both orally and in
writing.
(6) Knowledge of current computing technologies and software applications appropriate to the
position's job responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES:
Strong analytical and reasoning skills. Well organized, with demonstrated ability to attend to
detail. Highly effective interpersonal and communication skills. Ability to interact with
employees and respond to inquiries in a timely manner. Ability to use computers and computer
software.

REPORTS TO:
Director of Human Resources

JOB GOAL
Responsible for the technical aspects of the human resource department. Serves as the
system administrator for the applicant tracking system, the online teacher evaluation
system data; the online substitute teacher calling system; the online staff development
system and all aspects of teacher certification. Completes all assigned functions in
Human Resources with efficient management reporting based on adopted budgets and
the staffing plan.

PERFORMANCE RESPONSIBILITIES:

Service Delivery
* (1) Prepare and input all pertinent data associated with iObservation evaluation system and
district performance evaluations.
* (2) Participate in problem solutions for the applicant tracking system, electronic register
online (ERO), and Smartfind Express substitute system.
* (3) Approve and post position vacancy announcements on applicant tracking system and
other advertising sources.
* (4) Maintain and distribute position vacancy list.

* (5) Researches, creates, inputs, formats, organizes and edits relevant data as needed or
requested and prepares in a usable format for the HR Director.
* (6) Manages the Human Resources webpage.
* (7) Plans, tracks, coordinates and participates in programs and policies of human resources
for assigned functional areas, e.g. the online teacher evaluation system, non-instructional
evaluations, administrative evaluations, recruitment, information management,
employee relations, and professional development.
*(8) Create and disseminate informational items and publications as related to certification.
*(9) Provides information to applicants and employees regarding certification policies and
procedures.
*(10) Assists in analyzing and evaluating instructional staff certification data.
*(11) Develop and maintain certification database to track specific requirements as defined in
state board rule as they relate to the reappointment of instructional staff.
*(12) Demonstrate initiative in the performance of assigned responsibilities.
*(13) Assists in planning and developing human resource programs.

*(14) Exercise a service orientation when working with others.
*(15) Respond to inquiries and concerns in a timely manner.
*(16) Keep supervisor informed of potential problems or unusual events.
*(17) Use effective, positive interpersonal communication skills.
*(18) Work closely with district and school staffs to support school improvement initiatives
and processes.
*(19) Promotes the use of quality processes and procedures to ensure the accurate and timely
administration of HR programs.
*(20) Ensures the District adheres to existing legal statutes, regulations and rules related to
human resource issues.
*(21) Implements programs, policies and procedures in accordance with School Board
priorities.
Professional Growth and Improvement
*(22) Maintain expertise in assigned areas to fulfill position goals and objectives.
*(23) Train appropriate district and school based staff as needed.
*(24) Attend training sessions, conferences and workshops as assigned or appropriate to keep
abreast of current practices, programs and legal issues.

*(25) Prepare or assist in the preparation of all required reports and maintain all appropriate
records.
*(26) Follow federal and state laws, as well as School Board policies.
*(27) Represent the district in a positive and professional manner.
*(28) Demonstrate support for the school district and its goals and priorities.
*(29) Ensure adherence to good safety standards.
(30) Perform other duties as assigned.

*(31) Assist in implementing the district's goals and strategic commitment.

*(38) Use appropriate styles and methods to motivate, gain commitment and facilitate task
accomplishment.

Performance Effectiveness Criteria:
In addition to the employee being responsible for each of the performance responsibilities listed
herein, periodic and special reports to the Board and other entities will be provided regarding the
impact of this position with respect to progress toward annually established District and
department goals and objectives for, but not necessarily limited to, the following areas:
1) Customer Service, 2) Process Efficiencies and Improvements, and 3) Employee Learning and
Growth.

PHYSICAL REQUIREMENTS:
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as
frequently as needed to move objects.

TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the district's approved compensation plan.
Length of the work year and hours of employment shall be those established by the district.

evaluation of personnel.
