SUMMARY
Under general supervision, administers and maintains specialized student accounting database of Student Information System (SIS) software applications; maintains SIS electronic files, audits accounting files and corrects errors, updates the accounting database, develops procedural policies and reports, and provides training and customer service for users.

ESSENTIAL FUNCTIONS
• Administers and maintains student accounting database on the Student Information System (SIS); works with state and MPS databases and proprietary software applications.
• Works independently, and makes appropriate decisions based on experience; performs work within scope of authority and training.
• Leads student accounting staff; sets priorities for the work group.
• Develops school classroom teacher allocation model; creates school profiles to match classroom capacity.
• Develops enrollment projections to guide facility resource planning.
• Develops forecasts for total number of students in each school by grade level; adjusts forecast model as needed to balance workload.
• Provides data analysis and input to MPS plans for school closings/openings, boundary changes, pathways and grade configuration changes.
• Compiles data for Minnesota Department of Education reports on census count; develops statistical reports on official enrollment, monthly enrollment, English Language Learner enrollment, Free/Reduced meal participation rates, collections, where students live and attend school etc..
• Compiles SIS program data from multiple sources, disseminates program information, creates special operational reports, and submits required reports to governing agencies.
• Serves as subject matter expert and functional lead operator on assigned specialized relational database applications; provides primary technical support; identifies, defines and resolves operational problems; answers user questions on access, security, and processes.

MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines
Bachelor's Degree in Computer Science, Education, Social Sciences, or a closely related field; AND four (4) years of experience in computer database management; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:
• Minnesota Department of Education policies, procedures and standards for accountability programs.
• State and Federal regulations governing educational evaluation and assessment programs.
• Methods, techniques and current standards used to administer education program databases.
• Principles of public sector bookkeeping, record keeping and records management.
• SIS system access policies and data security protocols.

Skill in:
• Compiling and evaluating technical data from computer databases.
• Analyzing statistical data from a variety of sources and preparing forecasts and summary reports.
• Interpreting and applying state and local education regulations, standards and policies.
• Conducting training classes and providing individual training sessions.
• Reviewing documents and extracting relevant information.
• Creating and distributing confidential student reports for district staff.
