SUMMARY Provide analysis with operating and utilizing the department's Geographic Information Systems (GIS). Research and analyze data obtained from other sources to accurately incorporate into the GIS system. Develop graphic representations of GIS data in formats available to others and the general public. Assist with enrollment projections and their annual publication. Assist in census research and data collection. Support the development and implementation of procedures, communications, and documentation for the Planning and Property Department. Assist the Director, Planning and Property, in maintaining and tracking real property records.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Work closely with the Analyst, GIS and Manager, GIS to incorporate raw statistical data into GIS format.

Develop maps in GIS format to include physical data attributes of facility information such as site utilities, property boundaries, surface areas and types, etc.

Graphically track enrollment trends by articulation area and by school by using the GIS System.

Compile research data with established enrollment projection methodologies, including Grade Progression Method and Regression-B Research and contact Colorado Department of Education, Jefferson County, Colorado Department of Health and Environment, US Census Data, and other organizations for relevant birth, census, and demographic data.

Enter birth numbers, October Count numbers, and migrate previous years' data into the department's enrollment projections evaluation document. Update evaluation document following enrollment analysis sessions.

Create and modify student growth projection formulas using complex custom data sets on an as-needed basis and manipulate formula data to align with other data sets and Department input.

Enter final October Count membership numbers into Enrollment Projections spreadsheet and other documents. Assist in the annual publication of the Student Enrollment Projections document.

Create and maintain 20-year trend charts and graphs showing Jeffco Schools' historical enrollment to include overall, district-managed, and charter-managed schools.

Compute historical cohort survival changes by grades and ensure district-wide matriculation flowchart is up-to-date.

Enter and update current and future real property developments into GIS for tracking growth projections and population changes.

Maintain a property use matrix and summarize legal encumbrances for district-owned properties. Assist the Director, Planning and Property, with real property research including deeds, easements, leases, rights-of-way, and use agreements.

Support the development and implementation of procedures, communications, and documentation for the Planning and Property Department.

Support the Analyst, GIS and Manager, GIS in administration of the GIS program and software.

Collaborate with departments supporting special populations (e.g., Special Education, ESL/Dual Language, Gifted and Talented) on related placement and projection needs. Collaborate with Instructional Data Reporting Department with data and information transfer.

EXPERIENCE 1 - 3 years with practical applications of GIS software, data application and analysis within the GIS platform. One to three years' experience in statistical data evaluation, projections, and methodologies. Strong written and verbal communication skills including presentations to small groups.

EDUCATION AND TRAINING Bachelor's degree in Geography or Urban Studies, with an emphasis in Planning. Training and/or certifications in GIS Software with demonstrated knowledge of ArcGIS Desktop, ArcGIS Server, & ArcGIS Online . Working knowledge of AutoCAD software.

CERTIFICATES, LICENSES, REGISTRATIONS Valid Colorado Driver's License.

SKILLS, KNOWLEDGE & EQUIPMENT Intermediate knowledge of ArcGIS software suite including ArcGIS Desktop, ArcGIS Server, and ArcGIS Online. Intermediate knowledge of Microsoft Office products: Word; Excel including formulas and pivot tables. Working knowledge of AutoCAD. Ability to multi-task on several different projects. Ability to think critically.

DECISION MAKING Requires independent judgment to support the management of assessment processes within specified timelines/deadlines. Work is guided by District policies and department procedures.

COMMUNITY RELATIONS Daily contact with staff, local government to obtain and provide information, interpret policies, and maintain relationships. Weekly contact with public agencies, local government to obtain and furnish information, resolve adjustments, interpret policies and maintain relationships.

SPAN ON CONTROL This job has no formal supervisory responsibilities. Act as a technical resource for demographic analysis, mapping support, providing information regarding boundaries, and assist in maintaining the "street master".

EDUCATIONAL DELIVERY Provide support services and assistance for educational technology, educational resources, Transportation, Special Education, Health Services and Human Resources. The majority of time is not spent on the school site.

COMPLEXITY OF WORK Work is assigned by Manager, GIS. Requires some independent judgment in boundary analysis. Knowledge of district policies and procedures. Effective communication and listening skills to suggest new and different processes. Ability to problem solve as new systems are developed in enrollment, mapping, and data gathering.

WORK ENVIRONMENT The noise level in the work environment is usually low to moderate.
