POSITION TITLE: COORDINATOR, PURCHASING - 250 DAYS (REPOST)

REPORTS TO:
Supervisor of Purchasing

BASIC QUALIFICATIONS:

Required Education and Experience
•Bachelor's degree from an accredited college or university in business administration, purchasing, or a related field
•Five (5) years of related work experience, such as procurement contract management experience for large organizations, to include contracting for goods and service commodities

Required Licenses or Certifications
•Certified Public Purchasing Buyer (CPPB) preferred or
•Certified Public Purchasing Officer (CPPO) preferred

•Maintain knowledge of all current telecommunications-related goods, services, and facilities in satisfaction of Division plans

•Assist budget holders in developing and evaluating Request for Proposals (RFP)
•Develop specifications, solicitations, and contracts
•Compile, tabulate, and analyze data
•Meet schedules and deadlines of the work

•Conduct group training

BASIC FUNCTION/NATURE OF WORK:

The purpose of this job is to perform various tasks for the economical procurement and contracting of large quantities of highly technical and specialized complex commodities, to include development and approval of the good and services purchased.
Assist with planning short- and long-term objectives for office, department, and School Division. Ensures that office staff members and key stakeholders have a well-balanced staff development and training program.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

•Works collaboratively with all stakeholders in providing a World-Class Education.
•Reviews all requisitions and assigns work to senior buyers and buyers, as required.
•Assists in contract administration and procurement compliance reviews.
•Analyzes requisitions, purchases, and contracts to determine correct method of procurement and contract management.
•Compiles and analyzes bid and proposal responses in concert with solicitation and legal requirements and determines contract award.
•Assists internal and external customers with procurement and contracting requirements; conducts interviews and surveys.
•Develops solicitation requirements including specifications, terms and conditions, pricing schedules, etc.
•Assist Supervisor of Purchasing in making procurement and contract awards, change orders, and modifications, conducts negotiations.
•Prepares and submits management reports and manage all procurement and contract records/files.
•Manages purchasing operations, employee relations, and personnel matters in the absence of the Supervisor of Purchasing.
•Assists with performance evaluations and hiring recommendations
•Processes all E-Rate applications and forms according to specific requirements; forms 470, 471, 486, 498 and other applicable forms
•Coordinates all activities with internal customers of E-Rate eligible goods and services, and those responsible for the Division Technology Plan.
•Maintains records of how E-Rate funds are reinvested in technology in preparation for auditing by the Schools and Libraries Corporation.
•Conducts large group in-service training on purchasing.
•Serves as the Purchasing Project Manager for ERP Systems and Electronic Commerce Solutions implemented under Division technology plan.
•Assists the Office of Facilities Services in the review and acquisition of site locations.
•Completes other duties as assigned.

Grade 14: $62,548 - $135,010 per year (competitive benefits)
