CLASS TITLE : Analyst, Energy & Sustainability

REPORTS TO : Manager, Energy & Sustainability

DEFINITION : Under general supervision, plans, regulates, and monitors energy use in Baltimore County Public Schools' facilities. Coordinates and promotes sustainability, recycling and energy reduction initiatives throughout Baltimore County Public Schools. Serves as a project manager for the design, construction, and inspection of energy and sustainability related projects. Improves efficiency through evaluation and analysis of data for energy and sustainability use and provides direction and guidance to others. Performs other duties as assigned

EXAMPLES OF DUTIES :
  • Assists with the development, monitoring, and assessment of the annual budget.
  • Develops and maintains databases for energy cost and consumption for BCPS facilities. Develops, implements and monitors sustainability and recycling related initiatives, projects, policies, and programs throughout BCPS
  • Coordinates outreach programs in support of waste reduction, recycling, energy management and sustainability practices within the school system.Develops and updates presentations, signage and other marketing materials.
  • Coordinates the systematic analysis of energy and sustainability data in support of multiple stakeholders.
  • Assists in the development and supervision of a system-wide utility bill management program and associated software package.
  • Analyzes the energy use and occupancy of facilities. Analyzes data on solid waste, recycling and energy consumption at facilities and develops strategies for improvement. Performs spreadsheet based calculations and analysis to identify opportunities for improvement.
  • Coordinates and supervises HVAC schedules to meet space needs and requisite equipment operation in all BCPS facilities.
  • Serves as the primary contact regarding recycling and sustainability with Department of Facilities Management personnel, school administrative staff, teachers, students, stakeholders and Baltimore County Waste Management Division.
  • Establishes, monitors, and coordinates project schedules and deadlines. Investigates, analyzes, and resolves issues which occur during the project lifecycle. Travels to project sites throughout the county and performs necessary fieldwork in investigating and resolving issues.
  • Participates in the bid process for projects.Responds to requests for information and project change requests.Administers contracts and develops bid specifications related to solid waste management, recycling, renewable energy and sustainability related projects.
  • Seeks opportunities for alternative energy projects, grants and other funding opportunities available to advance sustainability and waste reduction efforts system-wide.
  • Directs and supervises the activities of contractors to ensure adherence to project specifications, schedule, and budget.
  • Prepares educational and promotional materials and makes regular presentations to BCPS students and staff on recycling, waste reduction, energy managementand sustainability.
  • Estimates material quantity and costs, time costs, and prioritizes energy related projects independently of supervision.
  • Prepares, reviews, and evaluates technical proposals, specifications and design documents for energy related projects and services. Ensures compliance with energy codes and state mandated energy conservation goals.
  • Supervises the system-wide electrical demand response program. Responds to inquiries and resolves issues/concerns regarding the recycling, waste management and energy management programs.
  • Communicates BCPS' energy management and conservation goals to school administrators, teachers, students, and central office personnel.
  • Provides leadership and advice to schools and central office staff regarding energy conservation programs and efforts.
  • Develops and manages energy conservation education and outreach programs for all stakeholders.
  • Monitors building automated control systems for all BCPS facilities. Recommends and implements control strategy modifications for improved efficiency.
  • Conducts comprehensive energy audits of facilities and recommends short term efficiency improvements as well as capital projects.Implements corrective measures where applicable.Conducts research on existing and emerging energy resource management and sustainability efforts and issues.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience
  • Associate's degree plus seven years experience in energy management, sustainability, recycling, solid waste management, commercial facility operation and building automation systems required.
  • Bachelor's degree preferred.

Note: A combination of applicable education, training, and experience, which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered.

Licenses and Certificates
  • Possession of a valid class C Maryland driver's license or an equivalent is required.

Knowledge, Skills, and Abilities :
  • Thorough knowledge of energy management principles and practices.
  • Knowledge of the principles and sequence of operations of commercial building HVAC, electrical and building automation systems.
  • Knowledge and ability to read blueprints and specifications materials.
  • Knowledge of capital project construction management
  • Requires the ability to interpret contracts and familiarity of electrical, plumbing, ASHRAE, and EPA codes.
  • Skill in the operation and manipulation of building automation systems
  • Requires excellent oral and written communications skills and the ability to provide senior level staff and students with training and professional development.
  • Knowledge and ability to use personal computers and common software packages
  • Ability to troubleshoot and solve problems.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
Requires exposure to undesirable elements such as rain, snow, extremes in temperature, mud, dust, etc., and exposure to dangerous materials.
Requires working at heights in excess of twenty feet.

CONDITIONS OF EMPLOYMENT :
May be required to work additional hours with little or no notice.

FLSA : Exempt

SALARY: Grade 05 on the BCPS OPE 12 Month payscale $64,383 - $99,536.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $79.75. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
