  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: MANAGEMENT & PERSONNEL SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in human resource management or business management with coursework in management, organizational studies, personnel administration, and/or industrial relations.
    Experience: Four (4) years of responsible professional work experience in human resource management, operations research, organization and systems studies and/or management analysis, of which one (1) year shall have been in an education program, agency or system.
    Desired Experience: Responsible professional work experience in operations management, institutional analysis, accounting, business management including one (1) year of fiscal responsibility at the professional level.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Management and organizational behavior; personnel administration; leadership and group dynamics; organizational change and effectiveness; computer-based information systems; operations research; government accounting, including budgetary control, and fund accounting systems and principles; business statistics; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Knowledge Desirable: Labor problems; principles and practices pertinent to the area or areas of assignment; Microsoft Office Suite; existing DOE Data systems (eHR, eHQ, VAX, PDE3, eSIS); understands ESSA requirements and Hawaii Qualified Teacher requirements; Title II laws, policies and procedures; maintains awareness of new and emerging federal requirements including allowable use of federal grant funds; State and Federal fiscal management procedures.
    Ability to: Conduct studies of organization, operating processes and procedures, and management systems and recommend changes and improvements; provide analytical and technical services in the area(s)of assignment; communicate effectively with others both orally and in writing; operate computer and other business machines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Personnel Specialist III of the Educator Quality Section, the Management & Personnel Specialist II:
    1. Assists with the development, implementation and management of the distribution of Title II A funds in accordance with federal and state fiscal management policies and procedures, including ensuring the equitable distribution and management of private school participation funds and activities. Reviews Educator Quality (including Beginning Teacher and Marginal Teacher) data and reports to ensure funding alignment with the state strategic goals for these programs and initiatives.
    2. Monitors and audits use of funds and ensures compliance with grant requirements. Assists complex areas with corrective action initiatives based on monitoring findings. Reviews spending patterns and makes recommendations to align use of funds to DOE priorities and strategic goals and increase effective use of funds. Provides reports and trend data to support recommendations. Works with HQT Personnel Specialist to ensure funding for Non Hawaii Qualified teachers are spent in accordance with complex area plans to increase the number of ESSA Hawaii Qualified teachers for the complex area. Works with EES Personnel Specialist to ensure that use of funds supports marginal teachers.
    3. Provides technical assistance and training on the purpose and use of funds within federal and state policies, procedures, rules, and compliance requirements.
    4. Analyzes Title II A funds and assists in reporting expenditures for internal audits, USDOE Annual Survey, and other adhoc Title II A/Hawaii Qualified Teacher/Educator Quality fiscal reports as required.
    5. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
