  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: DISTRICT EDUCATIONAL SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
    Experience: Six (6) years of responsible work experience in education, of which four (4) years shall have been in teaching, and two (2) years in curriculum and/or special program services.
    Combined Experience and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods, and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
    Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate a computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Complex Area Superintendent, the District Educational Specialist II:
    1. Plans, organizes, coordinates, monitors and assists in the evaluation of Special Education programs under the Individuals With Disabilities Education Improvement Act (IDEIA) in the N-W complex Area of the Leeward District. Maintains comprehensive and statistical data records pertaining to Special Education programs, supports and services. Prepares short-and long ranges plans and projection relating to staffing, budget, program establishment, and program emphasis. Plans, organizes, and recommends establishment of Special Education classes in N-W Complex Area schools.
    2. Maintains effective liaison with N-W Complex Area schools, community, public and private agencies, other Leeward District complex area District Educational Specialists, and other Department of Education state and district offices related to Special Education. Coordinates, monitors, and implements matters pertaining to Hawaii Administrative Rule Chapters, 19, 34, 53, and 56 and federal mandates; serves as a resource to the N-W Complex Area administrators in these areas. Maintains effective liaison relationship and applicable State Offices, other district offices, public and private agencies, community groups, schools and parents; serves as a resource.
    3. Coordinate the approval and review of projects under IDEIA and is responsible for disbursement of state and federal funds and personnel to schools within the N-W Complex Area. This includes preparing budget requests, expenditure plans, and allocating funds for contractual services, special education in regular schools, summer Individualized Education Programs, Extended School Year and other federal funds related to Special Education for the complex area. Plans, develops, disseminates, and evaluates district and complex area directions related to Special Education based on current federal and state laws, policies, and guidelines.
    4. Provides appropriate consultative and technical support of complex area staff, schools, and administrators regarding Special Education legal matters. Prepares reports and communications required in the implementation of Special Education for N-W Complex Area. Plans, approves, and monitors Special Education. extended and non-Extended School Year programs within the N-W Complex Area. Recommends certifications for teachers applying for home-hospital instruction and administers the program within the complex area. Reviews transportation requests for eligible students with a disability within the complex area and coordinates on similar requests of students in private schools who receive contracted services. Coordinate procurement contract for speech and other required contracted services.
    5. Supervises the activities of Special Education resource teachers, itinerant teachers, adaptive resource teachers, Alternative Center special education teachers, and off campus program special education teachers and provides assistance to these teachers and as a resource to N-W Complex Area administrators. Coordinates, develops, conducts, and/or participates in in-service training .in program areas for administrators and school personnel; interprets program areas to the community and other agencies.
    6. Performs other related duties as required or assigned.

  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
